Approve an Amendment to the Professional Services Agreement for Engineering Design Services for Recycled Water System (C.O. No. 8087) Recommended Action: It is recommended that the City Council and the Board of Directors of the Hesperia Water District (Council/Board) approve an amendment to the existing Professional Services Agreement (PSA) with Merrell-Johnson Engineering (MJE) for Professional Engineering Design Services for the Recycled Water System Project (C.O. No. 8087), and authorize the City Manager to execute said amendment. Amend Professional Services Agreements for On-Call Geotechnical Engineering Services Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District approve an amendment to increase Professional Services Agreements (PSA) 2016-17-064, 2016-17-065, and 2016-17-066 with United-Heider Inspection Group, Inc., Converse Consultants, and Geocon West, Inc. respectively for on-call geotechnical engineering services from $47,000 to $350,000 each. California Public Finance Authority TEFRA Hearing - Pathways to College Charter School Recommended Action: It is recommended that the City Council Adopt Resolution No. 2017-042 to become an additional member of the California Public Finance Authority (CalPFA) and to approve the issuance of tax-exempt revenue bonds by the California Statewide Communities Development Authority in an aggregate principal amount not to exceed $20 Million to assist in financing the construction of the Pathways to College Charter School. Substantial Amendment to the Community Development Block Grant (CDBG) 2017-2018 Action Plan Recommended Action: It is recommended that the City Council conduct a public hearing and upon accepting public testimony: Adopt Resolution No. 2017-041 including any modifications or amendments thereto by the City Council approving 1) the Substantial Amendment to the 2017-2018 Annual Action Plan (“Action Plan”) by canceling one (1) previously awarded activity totaling $626,294.63 and reprogramming the funds to the “2017-18 CDBG Street Improvement” project activity; and 2) Authorize the City Manager and/or Economic Development Manager to execute and transmit all necessary documents, including the Substantial Amendment to the Action Plan and any additional amendments to assure the City’s timely expenditure of CDBG funds. Ordinances to Regulate Marijuana Related Activities Recommended Action: It is recommended that the City Council adopt Ordinance No. 2017-15 amending Title 16 of the Hesperia Municipal Code to regulate cannabis related development within the City of Hesperia, and adopt Ordinance No. 2017-16 amending Title 5 of the Hesperia Municipal Code to regulate cannabis related business activities within the City of Hesperia. (DCA17-00005).
