Prior to action of the Council, any member of the audience will have the opportunity to address the legislative body
on any item listed on the agenda, including those on the Consent Calendar.
Individuals wishing to speak during General Public Comments or on a particular numbered item must submit a
speaker slip to the City Clerk with the agenda item noted. Speaker slips should be turned in prior to the public
comment portion of the agenda or before an agenda item is discussed. Comments will be limited to three minutes
for General Public Comments, Consent Calendar items and New Business items. Comments are limited to five
minutes for Public Hearing items.
In compliance with the Brown Act, the City Council may not discuss or take action on non-agenda items or engage
in question and answer sessions with the public. The City Council may ask brief questions for clarification; provide
a reference to staff or other resources for factual information and direct staff to add an item to a subsequent
meeting.

Recommended Action:
It is recommended that the City Council approve the Draft Minutes from the
Regular Meeting held Tuesday, October 17, 2017 and the Special Meeting
Workshop Tuesday, September 19, 2017.

Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community Development
Commission, Fire District, and Water District.

3. Execute an Agreement with the City of Victorville for Shared Traffic Signal and
Roadway Marking Maintenance on Bear Valley Road
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute a
five (5) year contract with the City of Victorville, for the shared maintenance cost
of thirteen (13) traffic signals and pavement marking maintenance on Bear
Valley Road in the amount of $200,000; and approve a 10% contingency in the
amount of $20,000 for a total authorized contract amount of $220,000.

4. Increase to Contracts- Risk Free Repair & Road Service, and Agri-Con
Hydraulics, Inc.
Recommended Action:
It is recommended that the City Council and Board of Directors of the Hesperia
Water District authorize the City Manager to execute an increase to contracts
with Risk Free Repair & Road Service in the amount of $75,000 with a new
not-to-exceed amount of $195,000 and Agri-Con Hydraulics, Inc. in the amount
of $70,000 with a new not-to-exceed amount of $153,825.

5. Amend Contract with Superion for additional licensing and modification costs
Recommended Action:
It is recommended that the City Council authorize the City Manager to approve
an amendment to the contract with Superion in an amount not to exceed
$56,600 for a total contract amount of $606,600. The additional funds are
requested to complete customizations to the land management system
software and continue funding licensing and support services.

6. Local Agency Management Program (LAMP)
Recommended Action:
It is recommended that the City Council and Board of Directors of the Hesperia
Water District adopt Joint Resolution No. 2017-053 and HWD 2017-18
rescinding the Septic Tank Guidelines Memorandum of Understanding between
the California Water Quality Control Board Lahontan Region and the City of
Hesperia; and approving the Local Agency Management Program in compliance
with the State Water Resources Control Board’s Onsite Wastewater Treatment
Systems Policy.

Recommended Action:
It is recommended that the City Council receive the information provided, and
provide direction to Staff on the Development Impact Fee Study and resulting
proposed fees.
