Minutes of the meeting of the Board of Trustees of the Incorporated Village of Hewlett Bay Park held on Monday, June 14, 2021 at 5:30 PM. via Zoom video conference. The meeting was held in compliance with Executive Orders issued by Governor Cuomo. The meeting was held by Zoom with all Board members being able to participate at the same time and hear all other Board members. The public was provided with an opportunity to view the meeting live. The meeting was recorded and shall remain available for public viewing. The public had a right to speak at this meeting 1. Calling the Meeting to Order: Mayor Kaufman called the meeting to order at 5:38 PM 2. Roll Call: Present- Mayor Steven Kaufman Deputy Mayor Alex Salomon Trustee Gail Rubel Trustee Dr. Antonio Oliviero- Village Clerk Michelle Blandino Village Attorney Brian Stolar Building Inspector Steve Cherson Excused- Treasurer Shari Salomon Trustee Jay Levy 3. Notice of Meeting – Nassau Herald: The Clerk reported that notice of the public meeting was emailed to the Nassau Herald and was posted on the bulletin board outside of Village Hall and in the lobby of Village Hall. 4. Minutes –Meeting Minutes of March 30, 2021, May 4, 2021, and special meeting minutes of June 3, 2021 On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon, and approved unanimously the Board dispensed with the reading of the minutes of March 30, 2021 May 4, 2021 and special meeting minutes of June 3, 2021as the Clerk had previously mailed such minutes and they are hereby approved. 5. Proposed Local Laws  A. Proposed Local Law HBP-21-02 – A local law to amend Chapter 53 of the Code of the Village of Hewlett Bay Park in relation to requirements for landscape and lighting plans On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon, and unanimously approved, the Board scheduled proposed Local Law HBP—2102, for public hearing on July 26, 2021 at 5:30pm, and directed the Village Clerk to publish and post notice of the hearing, as required. B. Proposed Local Law HBP 21-03- A local law to amend Chapter 53 of the Code of the Village of Hewlett Bay Park to provide for construction site maintenance requirements On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon, and unanimously approved, the Board scheduled proposed Local Law HBP—2103, for public hearing on July 26, 2021 at 5:30pm, and directed the Village Clerk to publish and post notice of the hearing, as required. 6. Letter received on April 9, 2021 from Harry Silber Revocable Trust listed as owner of 115 Everit Ave, requesting a 1st and 2nd extension on permit number HBP-2019045 to install a driveway, rear terrace, pool terrace, fool fence, outdoor kitchen, fir pit and drainage. Permit will run from 11/20/2020 – 11/20/2021 for a fee of $612.50. On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon, and unanimously carried, the Board approved the renewal of Permit # HBP-2019045 to install a driveway, rear terrace, pool terrace, pool fence, outdoor kitchen, fire pit and drainage. The permit will run from 11/20/2020 to 11/20/2021 for a fee of $612.50 B. Email received on 6/5/2021 from Mike Charles of MCS Security advising of conditions at 60 Heron Drive Village Attorney, Brian Stolar updated the Board C. Email received on 5/5/2021 from Ron Beitler requesting the No Parking Sign located In front of his property to be moved further towards the southern edge of his property Tabled D. Property Maintenance at 210 Cedar Avenue The Building Inspector gave the Board an update on the conditions of the property.  After discussion and review of the Building Inspector’s written report, on motion by Mayor Kaufman, seconded by Trustee Rubel, the Board voted unanimously to adopt the following resolution: “WHEREAS, the Board of Trustees has received a written report from the Building Inspector with respect to various alleged violations of the Village Code, at premises 210 Cedar Avenue NOW THEREFORE, BE IT RESOLVED, pursuant to Village Code §115-2, that the owners of the said premise be, and hereby are, directed to appear before the Board of Trustees via Zoom Video Conference, on June 25, 2021, at 9:30 AM., to show cause why the conditions described in a notice of violation dated May 10, 2021, issued by the Building Inspector with respect to such property, should not be abated or corrected, and it is further RESOLVED, that the Village Clerk shall give notice of such requirement pursuant to Village Code §115-2.” E. Property Maintenance at 5 Barr Road Memo sent to the Board from the Building Inspector regarding violation of property maintenance at 5 Barr Road: The Building Inspector gave the Board an update on the conditions of the property. After discussion and review of the Building Inspector’s written report, on motion by Mayor Kaufman, seconded by Trustee Rubel, the Board voted unanimously to adopt the following resolution: “WHEREAS, the Board of Trustees has received a written report from the Building Inspector with respect to various alleged violations of the Village Code, at premises 5 Barr Road NOW THEREFORE, BE IT RESOLVED, pursuant to Village Code §115-2, that the owners of the said premise be, and hereby are, directed to appear before the Board of Trustees at the Village Hall, on June 25, 2021, at 9:30 AM., to show cause why the conditions described in a notice of violation dated July 27, 2020, issued by the Building Inspector with respect to such property, should not be abated or corrected, and it is further RESOLVED, that the Village Clerk shall give notice of such requirement pursuant to Village Code §115-2.” 8. Board Resolution authorize Mayor to sign engagement letter with Satty Levine Ciacco.,CPA’s, P.C. for auditing services for fiscal year end February 28, 2021. On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon and unanimously approved, the Board authorized Mayor Kaufman to sign the engagement letters with Satty, Levine & Ciacco, CPA’s, P.C. in connection with the Village and Village Justice Court 2021 year-end audits. 9. Insurance renewals all policies Borg & Borg Insurance On motion by Mayor Kaufman, seconded by Trustee Oliviero, and unanimously approved, the Board approved the renewal of the Village insurance policies for 2021/2022 to Borg & Borg Insurance at a cost of $25,142.82.00 for all policies, $380.00 for Crime Policy. 10. Health Insurance Employee Contribution for Single Plan On motion by Mayor Kaufman, seconded by Trustee Oliviero, and unanimously approved, the Board determined that the Village shall pay for health insurance benefits for its employees hired after June 15, 2021, on the following conditions and terms: Subject to the rules and regulations of the New York State Government Health Insurance Program, applicable to Village employees whose initial hire date is June 15, 2021 or after, who are eligible to participate in the New York State Government Health Insurance Program, and elect to do so, the Village will contribute 65% of the cost of dependent coverage and 75% of the cost of individual coverage. 11. Audit of Claims The Board discussed the claims. Upon confirmation from the Village Treasurer that the items in such abstract represented the purchase of goods and services actually received and/or performed and that each item contained in the abstract was for a proper Village purpose, on motion duly made by Deputy Mayor Salomon, seconded by Mayor Kaufman, and adopted unanimously, the Board authorized and directed the Village Treasurer to review and pay the general fund claims in the total sum of $60,455.53 set forth in abstract #704 (copy of the abstract is on file in the Village office). 16. New Business: None  At 6:50 p.m. Mayor Kaufman made a motion to convene into executive session for legal advice. The motion was seconded by Trustee Rubel and unanimously approved. At 7:01 p.m. the board returned to regular session. 17. Next Meeting: Special meeting June 24, 2021 at 9:30 AM Public Hearing July 26, 2021 at 5:30 PM. 18.
