Minutes of the regular meeting of the Board of Trustees and Appointed Officers of the Incorporated Village of Hewlett Bay Park held on Thursday, September 30, 2021 at 5:30 p.m. at Village Hall, 30 Piermont Avenue, Hewlett, New York. 1. Calling the Meeting to Order: Mayor Kaufman called the meeting to order at 5:30 PM 2. Roll Call: Present- Mayor Steven Kaufman Trustee Gail Rubel Trustee Antonio Oliviero Village Clerk Michelle Blandino Village Attorney Brian Stolar Building Inspector Steve Cherson Excused- Deputy Mayor Alex Salomon Trustee Jay Levy Treasurer Shari Salomon 3. Notice of Meeting – Nassau Herald: The Clerk reported that notice of the meeting was emailed to the Nassau Herald and was posted on the bulletin board outside of Village Hall and in the lobby of Village Hall. 4. Minutes –Meeting Minutes of July 26, 2021 On motion by Mayor Kaufman, seconded by Trustee Rubel, and approved unanimously the Board dispensed with the reading of the minutes of July26, 2021 as the Clerk had previously mailed such minutes and they are hereby approved. 5. Speed Bumps On motion by Mayor Kaufman, seconded by Trustee Rubel and unanimously approved the Board approved the installation of three (3) speed humps in the following locations: (a) Everit Avenue , 185 feet south west of 143 Everit avenue driveway (b) between 310 and 320 Meadowview Ave and (c) Between 142 and 150 Cedar Avenue, and placement of speed hump and speed regulatory signs providing for a speed 15 miles per hour less than the speed limit in the respective locations, and authorized the purchase of the speed humps and signs. 6. Village Treasurer On motion by Mayor Kaufman, seconded by Trustee Rubel and unanimously carried the Mayor appointed Michelle Blandino as Clerk/Treasurer, to commence upon  receiving all approvals from Civil Service, with an annual salary increase of $3,900, for the remainder of the official year. 7. Village Street Name Signs On motion by Mayor Kaufman, seconded by Trustee Rubel and unanimously approved the Board authorized the Clerk to have four (4) damaged street name signs replaced 8. Building Department Correspondence A. Letter received from Joshua Heller on 9/24/2021- owner of 213 Cedar Ave requesting a 2nd extension for Permit HBP-2020013 to install gas fixtures and piping to entire new single family dwelling Permit will run from 9/25/2021- 3/24/2021 for a fee of $875.00 No action taken by the Board B. Letter received from Joshua Heller on 9/24/2021- owner of 213 Cedar Ave requesting a 2nd extension for Permit HBP-2020004 to construct a new two-story dwelling with attached 3 car garage. Permit will run from 9/25/2021- 3/24/2021 for a fee of $7,800.00 No action taken by the Board C. Letter received from Joshua Heller on 9/24/2021- owner of 213 Cedar Ave requesting a 2nd extension for Permit HBP-2020012 to install plumbing fixtures and piping to entire new single family dwelling Permit will run from 9/25/2021- 3/24/2021 for a fee of $231.25 No action taken by the Board 10. Representation letter received from Satty Levine & Ciacco CPA in connection with audit for year end 2/28/2021. On motion made by Mayor Kaufman, seconded by Trustee Oliviero, and unanimously approved the Board authorized Mayor Kaufman to sign the  representation letter submitted by Satty, Levine & Ciacco CPA for the Village 2021 year end audit 11. Snow Removal Emergency Back up South Shore Maintenance Corp Dump Truck $500 per hr Salt $185 per yard Arata Landscape Inc Withdrew Proposal On motion by Mayor Kaufman, and seconded by Trustee Oliviero the board unanimously voted To accept the back-up Snow Removal Contract from South Shore Maintenance Corp. provided all necessary insurances are in place as required by the Village, and authorize the Mayor to execute an agreement proposal, as approved by the Village Attorney. 12. Set Public Hearing for Verizon Franchise Contract Renewal On motion by Mayor Kaufman, seconded by Trustee Oliviero and unanimously carried, the Board voted to schedule a public hearing on October 25, 2021 at 5:30pm for the Verizon Franchise Renewal. 13. Audit of Claims The Board discussed the claims. Upon confirmation from the Village Treasurer that the items in such abstract represented the purchase of goods and services actually received and/or performed and that each item contained in the abstract was for a proper Village purpose, on motion duly made by Mayor Kaufman, seconded by Trustee Oliviero, and adopted unanimously, the Board authorized and directed the Village Treasurer to review and pay the general fund claims in the total sum of $89,456.55 set forth in abstract #706, 706A and 706B (copy of the abstract is on file in the Village office). 16. New Business: A. Bike to the Beach for Autism On motion duly made by Mayor Kaufman, seconded by Trustee Oliviero, and adopted unanimously, the Board granted Bike to the Beach for Autism’s request to hold a bike ride through the Village on condition that they provide the Village with general liability insurance certificate and a policy endorsement naming the Village as additional insured B. Parking and Village Speed signs for entrances to the Village On motion duly made by Trustee Rubel, seconded by Trustee Oliviero, and adopted unanimously, the Board authorized the Village Clerk to purchase Village speed limit signs and signs stating- No Parking Anytime Except Where Otherwise Posted and Village Speed Limit Signs, with the signs to be installed at all roadway entrances to the Village. 17.
