Minutes of the meeting of the Board of Trustees of the Incorporated Village of Hewlett Bay Park held on Monday, December 20, 2021 at 5:30 PM. via Zoom video conference. The meeting was held in compliance with Executive Orders issued by Governor Cuomo. The meeting was held by Zoom with all Board members being able to participate at the same time and hear all other Board members. The public was provided with an opportunity to view the meeting live. Notice of the Zoom meeting was provided to the official paper, posted on the front door of Village Hall and posted on the Village website. The meeting was recorded and shall remain available for public viewing. The public had a right to speak at this meeting 1. Calling the Meeting to Order: Mayor Kaufman called the meeting to order at 5:33 PM 2. Roll Call: Present- Mayor Steven Kaufman Deputy Mayor Alex Salomon Trustee Gail Rubel Trustee Antonio Oliviero Village Clerk Michelle Blandino Village Attorney Brian Stolar Excused- Building Inspector Steve Cherson Trustee Jay Levy 3. Notice of Meeting – Nassau Herald: The Clerk reported that notice of the meeting was emailed to the Nassau Herald, posted on website, sent out in resident notification and was posted on the bulletin board outside of Village Hall and in the lobby of Village Hall. 4. Minutes –Meeting Minutes of November 15, 2021 On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon, and approved unanimously the Board dispensed with the reading of the minutes of November 15, 2021 as the Clerk had previously mailed such minutes and they are hereby approved. 5. Appointments Mayor Kaufman made the following appointments Member Board of Appeals Lee Schlussel 5 year/ 2026 Alt Member Board of Appeals Gregg Kugler Remainder of Official Year  On motion by Mayor Kaufman, seconded by Trustee Rubel, the above appointments were unanimously approved. Proposed Bill HBP-2104 A local law opting out of licensing and/or establishing retail cannabis dispensaries and/or on site cannabis consumption establishments within the Village of Hewlett Bay Park The Mayor opened the public hearing. The Village Attorney explained the proposed local law. After confirming that the hearing notice was published in the Nassau Herald and posted on the bulletin board outside of Village Hall and in the lobby of Village Hall, and the affidavits of posting and publication of the hearing notices are on file at the Village Clerk’s office, and hearing no comments from the public, On motion duly made by Mayor Kaufman, seconded by Trustee Oliviero, and adopted unanimously, the Board closed the hearing and adopted Bill HBP 2014: A local law opting out of licensing and/or establishing retail cannabis dispensaries and/or on-site cannabis consumption establishments within the Village of Hewlett Bay Park as Local Law No. 4, Year 2021, subject to permissive referendum as provided in Cannabis Law §131, Municipal Home Rule Law §24 and Village Law Article 9, and directed the Village Clerk to publish and post legal notice as required by law. 8. Building Department Correspondence A. Letter received 12/9/2021 from Solomon and Eliza Birnbaum who reside at 170 Woodside Drive , requesting a 1rst extension on Permit # HBP-2020030 to install a new swimming pool. Permit will run from 12/23/2021 – 6/23/2022 No Fee On motion by Mayor Kaufman, seconded by Trustee Olivier, with a third vote from Deputy Mayor Salomon, the board voted to approve the first extension for Permit# HBP-2020030 to install a new swimming pool with a provision that the owner speak with the Mayor or Building Inspector regarding shrubbery around the pool. Trustee Rubel obtained from the vote. The permit will run from 12/23/21 to 6/23/22 – No Fee B. Letter received from Joshua Heller - owner of 213 Cedar Ave requesting a 2nd extension for Permit HBP-2020013 to install gas fixtures and piping to entire new single family dwelling Permit will run from 12/24/2021- 6/24/2022 for a fee of $875.00 On motion by Mayor Kaufman, seconded by Trustee Rubel and unanimously approved the Board granted a 2nd extension for permit # HBP2020013 to install  gas fixtured and piping to entire new single family dwelling for a fee of $875.00. Permit will run from 12/24/2021- 09/24/2022 C. Letter received from Joshua Heller - owner of 213 Cedar Ave requesting a 2nd extension for Permit HBP-2020004 to construct a new two-story dwelling with attached 3 car garage. Permit will run from 12/24/2021- 6/24/2022 for a fee of $7,800.00 On motion by Mayor Kaufman, seconded by Trustee Rubel and unanimously approved the Board granted a 2nd extension for permit # HBP2020004 to construct a new two story swelling with attached 3 car garage for a fee of $7800.00. Permit will run from 12/24/2021- 09/24/2022 D. Letter received from Joshua Heller - owner of 213 Cedar Ave requesting a 2nd extension for Permit HBP-2020012 to install plumbing fixtures and piping to entire new single family dwelling Permit will run from 12/24/2021- 6/24/2022 for a fee of $231.25 On motion by Mayor Kaufman, seconded by Trustee Rubel and unanimously approved the Board granted a 2nd extension for permit # HBP2020012 to install plumbing fixtures and piping to entire new single family dwelling for a fee of $231.25. Permit will run from 12/24/2021- 09/24/2022 9. Set budget Hearing for adoption of 2022/23 Tentative Budget On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon and unanimously approved, the Board voted unanimously to hold a public hearing on January 13, 2022 at 5:30p.m. with respect to the adoption of 2022/23 Budget. 10. Audit of Claims The Board discussed the claims. Upon confirmation from the Village Treasurer that the items in such abstract represented the purchase of goods and services actually received and/or performed and that each item contained in the abstract was for a proper Village purpose, on motion duly made by Mayor Kaufman, seconded by Trustee Oliviero, and adopted unanimously, the Board authorized and directed the Village Treasurer to review and pay the general fund claims in the total sum of $339,813.92 set forth in abstract #709, (copy of the abstract is on file in the Village office). 11.
