Minutes of the public meeting of the Board of Trustees of the Incorporated Village of Hewlett Bay Park held on Monday, April 15, 2024, at 5:30 PM at Village Hall, 30 Piermont Avenue, Hewlett New York 11557. Members of the public were also permitted to observe and participate. 1. Calling the Meeting to Order: Mayor Oliviero called the meeting to order at 5:32 PM 2. Roll Call: Present- - Mayor Antonio Oliviero Deputy Mayor Renee Zylberberg Trustee Michael Davidov Trustee Sarah Joseph Village Clerk Michelle Blandino Village Attorney Brian Stolar Excused Trustee Stella Gershfeld 3. Notice of Meeting – Nassau Herald: The Clerk reported that notice of the public meeting was emailed to the Nassau Herald, posted on the bulletin board outside of Village Hall and in the lobby of Village Hall and posted on the Village website. 4. Minutes- Minutes of the Meeting on March 18, 2024 On motion by Deputy Mayor Zylberberg, seconded by Mayor Oliviero, and approved unanimously the Board dispensed with the reading of the March 18, 2024, minutes as the Clerk had previously mailed such minutes and they are hereby approved. 5. Public Hearing for Proposed Bill 2403B- A local law to amend Chapter 79 of the Village Code of the Village of Hewlett Bay Park, to modify regulations relating to the use of gardening power equipment on weekends in the Village of Hewlett Bay Park On motion by Mayor Oliviero, seconded by Deputy Mayor Zylberberg and unanimously approved, the Board voted to hold a public hearing on May 17, 2024, at 9:30AM, with respect to Proposed Bill HBP-2403B, and directed the publication of the required legal notice.  6. HALB Permit Fees On motion by Mayor Oliviero seconded by Deputy Mayor Zylberberg, and unanimously approved, the Board granted the request of Hebrew Academy of Long Beach to cap their permit fee at $27K for the construction of the approved gym, and the permit fee will include the fencing, curbing and new shrubs. 7. Resolution for Meadowview Avenue between Everit Avenue and East Rockaway Road On motion by Deputy Mayor Zylberberg, seconded by Mayor Oliviero and unanimously approved, the following resolution was adopted RESOLVED, that Chapter 138 of the Village Code be amended as follows: New sections, 138-25 and 138-44, shall be added to read: §138-25. Through Streets. Except as otherwise designated as a no through street in Schedule X all streets are through streets. §138-44. Schedule X: No Through Streets. Name of Street Direction Limits Meadowview Avenue Both From Everit Avenue to East Rockaway Road RESOLVED, that the Utility Worker be and he hereby is directed and authorized to post suitable signs and controls to reflect the regulation contained herein; and be it further 8. Set Public Hearing for Storm Water Report On motion by Trustee Davidov seconded by Mayor Oliviero and unanimously approved, the Board voted to hold a public hearing on May 17, 2024, at 9:30 AM with respect to the Storm Water Annual Report and directed the publication of the required legal notice. 9. Street Sweeping/ Inc Village of Lynbrook On motion by Deputy Mayor Zylberberg, seconded by Trustee Joseph and unanimously approved, the Board accepted the street sweeping rates from the Village of Lynbrook received on March 6, 2024. The new rates effective June 1, 2024, will be $1,270.00 per day plus $80 per yard for debris removal. 10. Appointment of Social Media Director Mayor Oliviero appointed Liz Birnbaum as Director of Social Media for the remainer of the official year. The appointment was seconded by Trustee Davidov and unanimously approved.  11. Cobble Stone Curb amendment for Woodside Dr and Cedar Ave On motion by Mayor Oliviero, seconded by Deputy Mayor Zylberberg and unanimously approved, the Board authorized the change order submitted by R.A.C. Construction Corp on April 11, 2024 for an $3,000 addition for Cedar Avenue, and $4,000 addition for Woodside Drive. 12. Security Committee Update Discussed 13. Audit of Claims The Board discussed the claims. Upon confirmation from the Board that the items in such abstract represented the purchase of goods and services actually received and/or performed and that each item contained in the abstract was for a proper Village purpose, on motion duly made by Mayor Oliviero, seconded by Deputy Mayor Zylberberg, and adopted unanimously, the Board authorized and directed the Village Treasurer pay the general fund claims in the total sum of $75,313.08 set forth in abstract #737 (copy of the abstract is on file in the Village office). 15. Storm Drains The Board directed the Clerk to obtain proposals for Storm Drain Cleaning and report back to the Board at the next scheduled meeting. B. 137 Piermont Avenue request for Grade Change On motion by Mayor Oliviero, seconded by Deputy Mayor Zylberberg, and unanimously approved, the Board authorized Nelson Pope Engineers to provide a grade change analysis in connection with a pending application for approval for a grade change, to be paid by the applicant, and such work may commence only after a decision in the pending Zoning Board of Appeals application granting the  application, and the Board takes no position on such application. If the Zoning Board of Appeals denies the application, the Board does not authorize the work. 17. Next Meeting: May 17, 2024, at 9:30 AM 18.
