Minutes of the meeting of the Board of Trustees of the Incorporated Village of Hewlett Bay
Park held on Monday, April 21, 2025, at 6:30 PM at Village Hall, 30 Piermont Avenue, Hewlett
New York 11557.
1. Calling the Meeting to Order:
Mayor Oliviero called the meeting to order at 6:32 PM
2. Roll Call:

3. Notice of Meeting – Nassau Herald:
The Village Clerk reported that notice of the public meeting was emailed to the Nassau
Herald, posted on the bulletin board outside of Village Hall and in the lobby of Village
Hall and posted on the Village website.
4. Minutes- Minutes of the Meeting on March 17, 2025
On motion by Deputy Mayor Zylberberg, seconded by Trustee Blisko, and
approved unanimously the Board dispensed with the reading of the March 17, 2025
minutes as the Clerk had previously mailed such minutes and they are hereby
approved.
5. License Agreement- 4 Box Trucks
On motion by Deputy Mayor Zylberberg, seconded by Trustee Davidov and
unanimously carried, the Board approved the non-exclusive License agreement
between the Village of Hewlett Bay Park and RSM Building Corporation, for the leasing
of space at the rear of Village Hall, located at 30 Piermont Avenue, Hewlett NY to
store 4 box trucks, for a 1 year term, with available extensions, at a monthly fee of
$250 per truck subject to RSM installing plantings for screening purposes as
determined appropriate by the Building Department, and execution of a non-exclusive
license agreement to be signed by both parties that is acceptable to the Village
Attorney.
6. Cameras Antennas
After some discussion by the Treasurer, the following modifications were
made to the 2025/26 Budget on motion by Mayor Oliviero, seconded by Deputy Mayor
Zylberberg, and approved unanimously.
The following line items were modified
Transfer out of Contingency Account 1990.40 $4,950.00 and modify Public Safety as
follows;
Transfer into 3120.41 Security Cameras $4,950.00
On motion by Deputy Mayor Zylberberg, seconded by Trustee Davidov and
unanimously approved, the Board approved to purchase nine (9) cellular camera
antennas from Mittman Low Voltage at a price not to exceed $4,950.00 to be placed
at each location where cameras were previously erected.
7. Security Camera Policy
On motion by Mayor Oliviero, seconded by Deputy Mayor Zylberberg, and
unanimously approved, the board adopted the Security Camera Policy.
On motion by Mayor Oliviero, seconded by Deputy Mayor Zylerberg, and
unanimously approved, the Board designated the Mayor to have access to view both
live and recorded video, and in his absence authorized the Mayor to designate
another Village official. Policy is attached to these minutes.
8. Sound Actuarial Consulting Proposal- $1300
On motion by Mayor Oliviero, seconded by Deputy Mayor Zylberberg, and
unanimously approved, the Board authorized the Mayor to sign the proposal from
Sound Actuarial Consulting for interim update of the GASB 75 report at a price not to
exceed $1300.00
9. Survey Monkey Results
The Board discussed
10. VHBP Bill 2502 A local law to adopt regulations relating to permitted times of
construction or home improvement work.
On motion by Mayor Oliviero, seconded by Deputy Mayor Zylberberg and
unanimously approved, the Board voted to hold a Public Hearing on May 21, 2025, at
6:30 pm, with respect to Proposed Bill HBP 2502, and directed the publication of the
required legal notice.
11. Building Department Code Recommendations
The Board discussed various Code recommendations
12. Storm Drain Cleaning- $250 per drain Plus dumping
On motion by Mayor Oliviero, seconded by Trustee Joseph and unanimously
approved, the Board approved the proposal dated April 18, 2025 from Village
Landscaping for the cleaning of up to (20) Village Storm drains at a price of $250
per day plus $80 per yard for disposal of debris

1. Audit of Claims
The Board discussed the claims. Upon confirmation from the Board that the items
in such abstract represented the purchase of goods and services actually received
and/or performed and that each item contained in the abstract was for a proper
Village purpose, on motion duly made by Mayor Oliviero, seconded by Deputy Mayor
Zylberberg, and adopted unanimously, the Board authorized and directed the Village
Treasurer pay the general fund claims in the total sum of $63,872.05 set forth in
abstract #749 (copy of the abstract is on file in the Village office).
