Caragol, Secretary/Treasurer CHARTER SCHOOL OVERSIGHT COMMITTEE MEETING MINUTES February 27, 2018 6:30 p.m. Call to Order – Secretary/ Treasurer Caragol called the meeting to order at 7:02 p.m. Roll Call of Oversight Committee Members- . City Clerk, Marbelys Fatjo, called the roll with the following Committee Members present: o Council Vice President Jose Caragol o Councilwoman Katharine Cue-Fuente o Councilwoman Lourdes Lozano o Councilman Paul Hernandez o Councilman Carl Zogby  Committee Members absent: o Mayor Carlos Hernandez o Council President Vivian Casáls-Muñoz o Councilwoman Isis Garcia-Martinez Invocation given by Marbelys Fatjo, City Clerk Pledge of Allegiance led by Council Vice President Caragol MEETING GUIDELINES The following guidelines have been established by the City Council:  ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK  City of Hialeah Charter School Oversight Committee February 27, 2018  As a courtesy to others, please refrain from using cellular telephones or other similar electronic devices in the Council Chamber.  A maximum of three (3) speakers in favor and three (3) speakers in opposition will be allowed to address the Council on any one item. Each speaker’s comments will be limited to three (3) minutes.  No signs or placards, in support of or in opposition to an item or speaker, shall be permitted within the Council Chamber.  Members of the public may address the City Council on any item pertaining to City business during the Comments and Questions portion of the meeting. A member of the public is limited to one appearance before the City Council and the speaker’s comments will be limited to three (3) minutes. REPORT: The meeting guidelines were read into the record by the City Clerk, and translated to Spanish by Brigette Leal, Administrative Aide, Office of the City Clerk. 1) ANNOUNCEMENT OF AMENDMENTS/CORRECTIONS TO THE AGENDA- REPORT: NONE 2) CONSENT AGENDA All items listed with letter designations are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Committee Member or a resident so requests, in which case the item(s) will be removed from the consent agenda and considered along with the regular order of business. ACTION: Motion to Approve the Consent Agenda made by Committee Member Cue- Fuente, and seconded by Committee Member Zogby. Motion passed 5-0-3 with Committee Members C. Hernandez, Garcia-Martinez and Casáls-Muñoz absent. A. Request permission to approve the minutes of the City of Hialeah Charter School Oversight Committee meeting for November 28, 2017. ACTION: APPROVED 5-0-3 with Committee Members C. Hernandez, Garcia-Martinez and Casáls-Muñoz absent. 3) PRESENTATION OF FINANCIAL REPORTS BY ACADEMICA DADE, LLC a) Request permission to approve the Basic Financial Statements and Supplemental Information (Audit) for the fiscal year that ended on June 30, 2  City of Hialeah Charter School Oversight Committee February 27, 2018 2017. APPROVED 5-0-3 with Committee Members Hernandez, Garcia- Martinez and Casáls-Muñoz absent. ACTION: Motion to Approve Item 3A made by Committee Member Cue-Fuente, and seconded by Committee Member Zogby. Motion passed 5-0-3 with Committee Members C. Hernandez, Garcia-Martinez and Casáls-Muñoz absent. b) Request permission to approve the Quarterly Financial Statement (Statement of Net Assets and the Statement of Activities) for the period that ended on December 31, 2017. APPROVED 5-0-3 with Committee Members Hernandez, Garcia- Martinez and Casáls-Muñoz absent. ACTION: Motion to Approve Item 3b made by Committee Member Cue-Fuente, and seconded by Committee Member Hernandez. Motion passed 5-0-3 with Committee Members C. Hernandez, Garcia-Martinez and Casáls-Muñoz absent. 4) PRESENTATION OF PRINCIPAL’S REPORT BY CARLOS ALVAREZ, PRINCIPAL OF THE CITY OF HIALEAH EDUCATIONAL ACADEMY.  REPORT: The Principal’s Report was presented by Carlos Alvarez. 5) UNFINISHED BUSINESS - NONE 6) NEW BUSINESS - NONE 7) COMMENTS AND QUESTIONS –  Carlos Barragan, 8879 West 33 Avenue, addressed the City Council with concerns about safety measures pertaining to active shooting in the Hialeah Educational Academy.
