Call to Order REPORT: Council President Casáls-Muñoz called the meeting to order at 7:22 p.m. 2. Roll Call REPORT: City Clerk, Marbelys Fatjo, called the roll with the following Council Members present: o Council President Vivian Casáls-Muñoz o Council Vice President Isis Garcia-Martinez o Councilman Jose Caragol o Councilwoman Cue-Fuente o Councilman Paul Hernandez o Councilwoman Lourdes Lozano o Councilman Carl Zogby 3. Invocation given by Marbelys Fatjo, City Clerk REPORT: Marbelys Fatjo, City Clerk, led the invocation. 4. Pledge of Allegiance to be led by Councilman Hernandez REPORT: Council Vice President Garcia-Martinez led the Pledge of Allegiance. REPORT: The meeting guidelines were read by Marbelys Fatjo, City Clerk, and translated to Spanish by Brigette Leal, Administrative Aide, Office of the City Clerk. REPORT: Elsa Jaramillo-Velez addressed the City Council. 5. Resolution of Impasse between City of Hialeah and the International Association of Firefighters Local 1102 i. Presentation by the City of Hialeah 6/11/2019 4:55 PM REPORT: David Miller, Esq., Bryant, Miller, Olive, 1 SE 3rd Avenue, Miami, Florida addressed the City Council on behalf of the City of Hialeah. REPORT: Mayor Carlos Hernandez addressed the City Council. REPORT: James Linn, Esq., Lewis, Longman & Walker, P.A., 315 South Calhoun Street, Tallahassee, Florida, addressed the City Council on behalf of the City of Hialeah. REPORT: David Miller reserved 10:30 minutes for rebuttal. REPORT: Council President Casáls-Muñoz called for a recess at 8:50 p.m. REPORT: Council President Casáls-Muñoz reconvened the meeting at 9:04 p.m. ii. Presentation by the International Association of Firefighters Local 1102 REPORT: Jim Brantley, Esq., Donnelly + Gross, 2421 NW 41st Street, Suite A-1, Gainesville, Florida, addressed the City Council on behalf of the International Association of Firefighters Local 1102. REPORT: Wayne Pflum, 752 East 1 Avenue, addressed the City Council on behalf of the International Association of Firefighters Local 1102. REPORT: Brad Heinrichs, 5674 Shaddelee Lane West, Fort Myers, Florida, Foster & Foster, Fort Myers, Florida, addressed the City Council. REPORT: Eric Johnson, addressed exempt from public disclosure per Florida Statutes, addressed the City Council on behalf of the International Association of Firefighters Local 1102. REPORT: Jim Brantley reserved 5:30 minutes for rebuttal. REPORT: David Miller requested a recess at 10:30 p.m. REPORT: Council President Casáls-Muñoz reconvened the meeting at 10:44 p.m. REPORT: David Miller addressed the City Council. REPORT: James Linn addressed the City Council. REPORT: Mayor addressed the City Council with 2 minutes of the allotted 90 minutes for presentation remaining for the City. REPORT: Jim Brantley addressed the City Council with 26 seconds of the allotted 90 minutes for presentation remaining for the International Association of Firefighters Local 1102. 6/11/2019 4:55 PM REPORT: Ines Beecher, Director of Office of Management and Budget, City of Hialeah, 5522 SW 114 Avenue, Cooper City, Florida, addressed the City Council. REPORT: Chief Willians Guerra, Hialeah Fire Department, 83 East 5 Street, addressed the City Council. REPORT: Motion to adopt the City’s proposal as is made by Council Vice President Garcia-Martinez, and seconded by Councilwoman Cue-Fuente. Motion passed 6-1 with Council President Casáls-Muñoz voting “No”. 6. Comments and Questions Eric Johnson, addressed exempt from public disclosure per Florida Statutes. MEETING GUIDELINES The following guidelines have been established by the City Council:  ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK  As a courtesy to others, please refrain from using cellular telephones or other similar electronic devices in the Council Chamber.  A maximum of three (3) speakers in favor and three (3) speakers in opposition will be allowed to address the Council on any one item. Each speaker’s comments will be limited to three (3) minutes.  No signs or placards, in support of or in opposition to an item or speaker, shall be permitted within the Council Chamber.
