Meeting Guidelines City Council Budget Meeting Agenda September 23, 2019 The following guidelines have been established by the City Council:  ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK  As a courtesy to others, please refrain from using cellular telephones or other similar electronic devices in the Council Chamber.  A maximum of three (3) speakers in favor and three (3) speakers in opposition will be allowed to address the Council on any one item. Each speaker’s comments will be limited to three (3) minutes.  No signs or placards, in support of or in opposition to an item or speaker, shall be permitted within the Council Chamber.  Members of the public may address the City Council on any item pertaining to City business during the Comments and Questions portion of the meeting. A member of the public is limited to one appearance before the City Council and the speaker’s comments will be limited to three (3) minutes. REPORT: The meeting guidelines were read into the record by Marbelys Fatjo, City Clerk, in English and by Brigette Leal, Administrative Aide, in Spanish. Announcement of Amendments/Corrections to the Agenda: REPORT: NONE Items: 1. Second reading and public hearing of proposed ordinance of the Mayor and the City Council of the City of Hialeah, Florida accepting for budget purposes the Miami-Dade County assessment roll; establishing a tax millage rate of 6.3018 mills for fiscal year 2020, commencing on October 1, 2019 and ending on September 30, 2020, which is an increase of 8.56% over the roll back rate of 5.8050, repealing all ordinances or parts of ordinances in conflict herewith; providing penalties for violation hereof; providing for a severability clause; and providing for an effective date. APPROVED 6-0-1 with Councilmember Lozano absent. ORDINANCE NO. 2019-073 REPORT: Motion to Approve Item 1 made by Council Vice President Garcia-Martinez, and seconded by Councilman Hernandez. APPROVED 6-0-1 with Councilmember Lozano absent. ORDINANCE NO. 2019-075 REPORT: Motion to Approve Item 3 made by Councilman Caragol, and seconded by Councilman Zogby. APPROVED 6-0-1 with Councilmember Lozano absent. ORDINANCE NO. 2019-079 REPORT: Motion to Approve Item 7 made by Council Vice President Garcia- Martinez, and seconded by Councilman Caragol. Second reading and public hearing of proposed ordinance approving and adopting the budget of the Public Works Fund of the City of Hialeah, Florida, including a budget for the Solid Waste Division, for fiscal year 2020, commencing on October 1, 2019 and ending on September 30, 2020; approving water and sewer rate increases, as provided for herein, to maintain proper ratios of operating revenues and operating expenses as required by outstanding loan agreements; repealing all ordinances or parts of ordinances in conflict herewith; providing penalty for violation thereof; providing for a severability clause; and providing for an effective date. APPROVED 6-0-1 with Councilmember Lozano absent. ORDINANCE NO. 2019-080 REPORT: Armando Vidal, 3700 West 4th Avenue, Director of Public Works, addressed the Mayor and City Council, and produced a sample solid waste bill to each Council Members listing dump sites that can be used by Hialeah residents. 4 City Council Budget Meeting Agenda September 23, 2019 REPORT: Motion to Approve Item 8 made by Council Vice President Garcia-Martinez, and seconded by Councilwoman Cue-Fuente. Second reading and public hearing of proposed ordinance of the Mayor and the City Council of the City of Hialeah, Florida approving and adopting the Annual Consumer Price Index (CPI) adjustment of water and sewer rates pursuant to Hialeah Code § 94-153(c), in the amount of 2.2% designated “Consumer Price Index For All Urban Consumers (CPI)” as issued by the Bureau of Labor Statistics; repealing all ordinances or parts of ordinances in conflict herewith; providing penalty for violation hereof; providing for a severability clause; and providing for an effective date. Motion passed 6-0-1 with Councilmember Lozano absent. Comments and Questions REPORT: Mayor Hernandez thanked the City Council members for their hard work. Mayor Hernandez recognized Council President Casáls-Muñoz, Council Vice Presiednt Garcia- Martinez and Councilman Caragol for their service to the City. He also acknowledged the Finance Committee, all Department Heads and employees for all their hard work.
