5. MEETING GUIDELINES
The following guidelines have been established by the City Council:
ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK
As a courtesy to others, please refrain from using cellular telephones or other similar
electronic devices in the Council Chamber.
A maximum of three (3) speakers in favor and three (3) speakers in opposition will be
allowed to address the Council on any one item. Each speaker’s comments will be
limited to three (3) minutes.
No signs or placards, in support of or in opposition to an item or speaker, shall be
permitted within the Council Chamber.
Any person, whether participating via the web platform, telephonic conferencing or
physical presence at City Hall, interested in making comments or posing questions
on matters of public concern or on any item on the agenda, may do so during the
meeting.
Members of the public may address the City Council on any item pertaining to City
business during the Comments and Questions portion of the meeting. A member of the
public is limited to one appearance before the City Council and the speaker’s
comments will be limited to three (3) minutes.
The public can view public meetings on the City’s Facebook page (@CityofHialeah).
Members of the public may hear the meeting live through telephonic conferencing
using any telephone or cellular phone service. A smart device or computer are not
necessary to participate in the meeting if you join by phone.
All persons participating via the web platform will be muted during the meeting until
called upon to be heard. Participation through Zoom requires a computer or smart
mobile device with a microphone and web camera. The participant may elect to
participate in the meeting using audio only or appear through both audio and video.
The video function of all participants appearing through video will be turned off until
called upon to be heard.

RESOLUTION NO. 2022-017
REPORT: Prior to the directing the City Clerk to call the roll for a vote on the standing motion,
Council President Zogby opened the item for public comments in relation to the motion.
Eric Johnson, Local 1102, with a home address that is exempt from public disclosure per Florida
law, spoke in favor of the approval of the motion.
Roxana Green, 7835 West 18 Lane, requested that the City Council take more time to consider the
appointment.
Elisa Robles, 4111 West 8 Avenue, spoke in favor of the approval of the motion.
Juan Santana, 5601 West 10 Avenue, spoke in opposition to the approval of the motion.

A. REPORT: The Office of the City Clerk did not receive any email message to be read into the
record from a person interested in making comments or posing questions on matters of public
concern.
B. REPORT: No one expressed interested in making comments or posing questions on matters of
public concern registered with the Office of the City Clerk to participate live during the Comments
and Questions portion of the meeting using Zoom.
C. REPORT: Eight (8) people present in the Council Chambers expressed interest in speaking during
this portion of the meeting.

neighborhood.

Care Center of Miami), by an additional amount of $47,648.00 for anticipated costs services
rendered from February through September for $35,000.00, as well as payment of the following

utilizing the services of this vendor for the rental of an aerial boom lift to repair the sports lighting at
numerous parks and in order to complete the repair work at Sparks Park the rental of the equipment was
necessary for an additional month at a cost of $6,539.45 in addition to $175.00 for pick up and fuel
charges, and increase Purchase Order No. 2022-395, issued to H&E Equipment Services, Inc., for the
cost of the rental of the equipment for an additional month, by an additional amount of $6,714.45, for a
new total cumulative amount not to exceed $21,714.45. The funding for this expenditure is to be charged
to the General Fund – Repair & Maintenance - Building Account No. 001.3130.572.461.

G. RESOLUTION: Proposed resolution accepting a grant award from Nita M. Lowey Twenty-First (21st)
Century Community Learning Centers Grant in the amount of $584,100.00 for a term commencing on
August 1st, 2021 and ending on July 31st , 2022 to fund the Young Leaders with Character afterschool
and summer programs operating out of three 21st Century community learning centers sites within the
City of Hialeah, for students from grades 6 through 8; and further authorizing the Mayor or his designee
to execute any and all agreements, documents and subcontracts in furtherance thereof; and providing for
an effective date.

H. Request permission to waive competitive bidding, since it is advantageous to the City in that the City’s
Education and Community Services Department placed a bid for transportation services and this vendor was
able to provide a fee which would allow for services that are align with the budgeted amount from the CDBG
Grant budgets, and issue a purchase order to J. & M. Vera School Bus Service, Inc., for transportation
services during the Spring and Summer programming months for the Therapeutic Enrichment Program and
the Senior Enrichment Program, in the amount of $2,500.00 for the Therapeutic Enrichment Program, and in
the amount of $3,560.00 for the Senior Enrichment Program, for a total cumulative expense amount not to
exceed $6,060.00. The funding for the Therapeutic Enrichment Program is to be charged to the

pickup and delivery of medical oxygen cylinders and commercial gases to nine (9) fire stations, in

the City in that although the vendor presently offering the service to the City is increasing their

higher cost than the new cost offered to the City and a new vendor contacted and a potential
vendor contacted notified the City that due to supply and demand issues the vendor was not
accepting new customers, and request to increase purchase order number 2022-564, issued to
Sentry Industries, Inc., for sodium hypochlorite to maintain uninterrupted service at all pool
facilities for the remainder of the 2022 fiscal year. The funding for this expenditure is to be
charged to the General Fund – Repair & Maint – Pools Account No. 001.3130.572464.

transport the pool pumps to diagnose for repairs which vary from 200 to 400 pounds, and issue a
purchase order to Biscayne Electric Motor and Pump, Inc., to repair pool pump motors, in a total
cumulative expense amount not to exceed $9,922.00. The funding for this expenditure is to be charged
to the General Fund – Repair & Maint – Pools Account No. 001.3130.572464.
