The Pledge of Allegiance is to be led by Council Vice President Garcia-Roves. 5. MEETING GUIDELINES The following guidelines have been established by the City Council:  ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK  As a courtesy to others, please refrain from using cellular telephones or other similar electronic devices in the Council Chamber.  A maximum of three (3) speakers in favor and three (3) speakers in opposition will be 4/5/2024 4:14 PM allowed to address the Council on any one item. Each speaker’s comments will be limited to three (3) minutes.  No signs or placards, in support of or in opposition to an item or speaker, shall be permitted within the Council Chamber.  Any person, whether participating via the web platform, telephonic conferencing or physical presence at City Hall, interested in making comments or posing questions on matters of public concern or on any item on the agenda, may do so during the meeting.  Members of the public may address the City Council on any item pertaining to City business during the Comments and Questions portion of the meeting. A member of the public is limited to one appearance before the City Council and the speaker’s comments will be limited to three (3) minutes.  The public can view public meetings on the City’s YouTube page (www.youtube.com/cityofhialeahgov ).  Members of the public may hear the meeting live through telephonic conferencing using any telephone or cellular phone service. A smart device or computer are not necessary to participate in the meeting if you join by phone.  All persons participating via the web platform will be muted during the meeting until called upon to be heard. Participation through Zoom requires a computer or smart mobile device with a microphone and web camera. The participant may elect to participate in the meeting using audio only or appear through both audio and video. A. Request permission to approve the minutes of the City Council Meeting held on March 26, 2024 at 7:00 p.m. (OFFICE OF THE CITY CLERK) B. Request permission to issue a Special Events Permit to Friends of South Florida Autism, located at 3751 West 108th Street, Hialeah, Florida, to host an annual walk and safety fair, expecting approximately 300 to 400 attendees, on Saturday, April 20, 2024, from 10:00 a.m. to 2:00 p.m., in accordance with the requirements of the Hialeah Fire Department, the Hialeah Police Department, and the Risk Management Department. RESOLUTION: Proposed resolution accepting the response for Request for Qualification (RFQ) 4/5/2024 4:14 PM 2023-24-8325-00-002 for state and federal technical assistance consultant; and authorizing the Mayor or his designee and the City Clerk, as attesting witness, on behalf of the City, to issue a purchase order to Civitas Community Development, LLC in an amount not to exceed $75,000.00 with an initial term of one (1) year with an option to renew for two (2) additional one (1) year terms for a total of three (3) years for state and federal assistance, and providing for an effective date. RESOLUTION: Proposed resolution authorizing the Mayor or his designee, on behalf of the City to increase Purchase Order # 2024-903 issued for Civitas Community Development, LLC for the payment of services rendered through April 30, 2024, approving the purchase order in an amount not to exceed $50,000.00 and providing for an effective date. (GRANTS AND HUMAN SERVICES DEPARTMENT) E. RESOLUTION: Proposed resolution approving a piggyback on Agreement No. 44000000- NASPO-19-ACS NASPO Value Point Copiers and Managed Print Services with DEX Imaging, LLC, to purchase an HP Pagewide XL 4200 40-in multifunction printer and accessories for the Building Department; and authorizing the Mayor or his designee and the City Clerk, as attesting witness, on behalf of the City, to issue a purchase order in the amount not to exceed $30,256.00, and in substantial conformity with the agreement attached hereto and made a part hereof as “Exhibit A”; and providing for an effective date. (INFORMATION TECHNOLOGY DEPARTMENT) F. RESOLUTION: Proposed resolution approving a piggyback contract on Contract # 5179 by the City of Tallahassee with Alan Jay Automotive Management, Inc., d/b/a Alan Jay Fleet Sales, and authorizing the Mayor or his designee and the City Clerk, as attesting witness, on behalf of the City, to issue a purchase order to Alan Jay Automotive Management, Inc., d/b/a Alan Jay Fleet Sales, in the amount not to exceed $948,040.00, for the purchase of twenty Ford Interceptor Utility Vehicles and in substantial conformity with the agreement attached hereto and made a part hereof as “Exhibit A”, and providing for an effective date. RESOLUTION: Proposed resolution approving a piggyback contract on Contract # 020221- CAW by Sourcewell, a State of Minnesota agency, with CalAmp Wireless Networks Corporation for fleet management technologies with related software solutions, and authorizing the Mayor or his designee and the City Clerk, as attesting witness, on behalf of the City, to issue a purchase order to Synovia Solutions, in the amount not to exceed $87,824.16, for the rental of GPS tracking devices and in substantial conformity with the agreement attached hereto and made a part hereof as “Exhibit A”, and providing for an effective date. ORDINANCE: Second reading and public hearing of proposed ordinance amending Chapter 2 entitled “Administration,” Article II “Departments, Offices and Divisions,” Division 12 “Education and Community Services Department,” and Division 13 “Parks and Recreation Department” of the Code of Ordinances of the City of Hialeah, specifically by renaming the Department of Parks and Recreation to the Department of Parks and Community Engagement with three divisions: (1) Parks and Recreation, (2) Education and Community Services and (3) Special Events; providing for the duties of the director; providing for a severability clause; repealing all ordinances in conflict herewith; providing for inclusion in the Code; and providing for an effective date. RESOLUTION: Proposed resolution approving the Final Decision of the Planning and Zoning Board, Decision No. 2024-04 granting a north side setback of 3 feet, 10 inches, where 6.5 are required for an accessory building (garage/storage) to be legalized. Property located at 3950 West 1 Avenue, Hialeah, zoned R-1 (One-Family District); and providing for an effective date. On March 13, 2024, the Planning and Zoning Board recommended approval provided that the use of the detached structure is to be a storage/garage and all the improvements and demolitions reflected in the plans submitted as part of this application signed and sealed by Rafael Droz-Seda, PE date April 29, 2023, are required to submit building permits. RESOLUTION: Proposed resolution approving the Final Decision of the Planning and Zoning Board, Decision No. 2024-05 granting a rear setback of 20 feet, where 25 feet are required for an open terrace to be legalized. On March 13, 2024, the Planning and Zoning Board recommended approval provided the following condition that the terrace shall be maintained open on all three sides.
