The following guidelines have been established by the City Council:
ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK
As a courtesy to others, please refrain from using cellular telephones or other similar
electronic devices in the Council Chamber.
A maximum of three (3) speakers in favor and three (3) speakers in opposition will be
allowed to address the Council on any one item. Each speaker’s comments will be limited
to three (3) minutes.
No signs or placards, in support of or in opposition to an item or speaker, shall be
permitted within the Council Chamber.
Members of the public, whether participating via the web platform, telephonic
conferencing or physical presence at City Hall, may address the City Council on any item
pertaining to City business during the Comments and Questions portion of the meeting. A
member of the public is limited to one appearance before the City Council and the speaker’s
comments will be limited to three (3) minutes.
The public can view public meetings on the City’s YouTube page
(www.youtube.com/cityofhialeahgov).
Members of the public may hear the meeting live through telephonic conferencing using
any telephone or cellular phone service. A smart device or computer are not necessary to
participate in the meeting if you join by phone.
All persons participating via the web platform will be muted during the meeting until
called upon to be heard. Participation through Zoom requires a computer or smart mobile
device with a microphone and web camera. The participant may elect to participate in the
meeting using audio only or appear through both audio and video. The video function of
all participants appearing through video will be turned off until called upon to be heard.

6. COMMENTS AND QUESTIONS
A. REPORT: The Office of the City Clerk did not receive any email message to be read
into the record from a person interested in making comments or posing questions on
matters of public concern.
B. REPORT: No member of the public participating via the Zoom web platform expressed
interest in making comments or posing questions on matters of public concern.
C. REPORT: Two (2) members of the public present in the Council Chambers expressed
interest in speaking during this portion of the meeting:

1) Eric Johnson, Local 1102, spoke in support of the approval of the proposed
budget.
2) Mary Lou Manzo, 7736 West 14 Avenue, addressed the City Council regarding
the City’s Public Works Department.
7. ANNOUNCEMENT OF AMENDMENTS/CORRECTIONS TO THE AGENDA
Report of Scrivener’s Error: The seventh (7th) Whereas Clause of the proposed
ordinance for Item 8C was corrected as follows:
“WHEREAS, notwithstanding Hialeah, Fla. Code §94-153(c), the proposed budget for
the Public Works Fund does not propose an adjustment to water and wastewater rates to
reflect an increase in the Consumer Price Index; and

REPORT: Presentation by Ruth Rubi, Executive Director of the Hialeah Finance Management
Department regarding the proposed fiscal year 2023 budget. A copy of the PowerPoint
Presentation is on file in the Office of the City Clerk.

REPORT: Armando Vidal, Director of the Hialeah Department of Public Works, 3700 West 4th
Avenue, addressed the City Council.
8A. First reading and public hearing of proposed ordinance accepting for budget purposes the
Miami-Dade County Assessment Roll; establishing a Tax Millage Rate for the City of
Hialeah of 6.3018 mills for fiscal year 2023, commencing on October 1, 2022 and ending
on September 30, 2023, which is an increase of 12.53% over the Roll Back Rate of 5.6002;
repealing all ordinances or parts of ordinances in conflict herewith; providing for a
severability clause; and providing for an effective date.
APPROVED 6-1 with Council Member Calvo voting “No”.
REPORT: Council President Zogby opened the item for public participating and one
person expressed interest in speaking:
(1) Eric Johnson, Local 1102, spoke in support of the proposed millage rate.
REPORT: Motion to Approve Item 8A made by Council Member Casáls-Muñoz,

General Fund Budget for the City of Hialeah, Florida for fiscal year 2023, commencing on

ordinances in conflict herewith; providing penalty for violation hereof; providing for a
severability clause; and providing for an effective date.
APPROVED 6-1 with Council Member Calvo voting “No”.

in speaking.
REPORT: Motion to Approve Item 8B made by Council Member Rodriguez, and
seconded by Council Member Casáls-Muñoz. Motion passes 6-1 with Council

8C. First reading and public hearing of proposed ordinance approving and adopting the
budget for the Public Works Fund of the City of Hialeah, Florida for fiscal year 2023,
commencing on October 1, 2022 and ending on September 30, 2023; approving water
and sewer rate increases, as provided for herein, to maintain proper coverage ratios as
required by outstanding bond covenants; repealing all ordinances or parts of ordinances
in conflict herewith; providing for a severability clause; and providing for an effective
date.
APPROVED 6-1 with Council Member Calvo voting “No”.

designated “Consumer Price Index for all Urban Consumers (CPI)” as issued by the
Bureau of Labor Statistics; repealing all ordinances or parts of ordinances in conflict
herewith; providing for a severability clause; and providing for an effective date.
APPROVED 6-1 with Council Member Calvo voting “No”.

8E. Proposed resolution reaffirming the current rate of 4.0% of all sales of wastewater service
and all sales of water service within the City as payment in lieu of franchise fee pursuant
to Hialeah, Fla. Code §94-163 for fiscal year 2023, beginning on October 1, 2022; and
providing for an effective date.
APPROVED 6-1 with Council Member Calvo voting “No”.
RESOLUTION NO. 2022-115
REPORT: Council President Zogby opened the item for public participating and no
one present in the Council Chambers or participating via the web platform expressed
interest in speaking.
REPORT: Council Member Casáls-Muñoz proposed the creation of a Utility
Assistance Relief Program and provided each member of the City Council with a copy
of the proposal, a copy of which is on file in the Office of the City Clerk. Mayor Bovo
expressed support towards Council Member Casáls-Muñoz’s proposal.
REPORT: The City Council considered Item 8E out of the scheduled order of
business listed on the meeting’s agenda. The City Council considered the items on the
agenda in the following order: 8A, 8B, 8C, 8D, 8F, 8G, 8E, 8H, 8I and 8J.
REPORT: Lorena Bravo, City Attorney, spoke regarding this item.
REPORT: Armando Vidal, Director of the Hialeah Department of Public Works,

REPORT: Council Member Calvo proposed an amendment to rate provided for in the
proposed resolution.
REPORT: Motion made by Council Member Calvo to reduce the current rate of
4.0 percent to 3.0 percent of all sales of wastewater service and all sales of water
service within the City as payment in lieu of franchise fee and create a Water
Assistance Relief Program. Motion fails for the lack of a second.
REPORT: Motion to Approve Item 8E as is made by Council Member Rodriguez,
and seconded by Council Member Garcia-Roves. Motion passes 6-1 with Council
Member Calvo voting “No”.

for the Streets Fund of the City of Hialeah, Florida for fiscal year 2023, commencing on
October 1, 2022 and ending on September 30, 2023; repealing all ordinances or parts of
