CALL TO ORDER A. REPORT: Council President Perez called the meeting to order at 3:40 p.m. 2. ROLL CALL A. REPORT: Marbelys Fatjo, City Clerk, called the roll with the following Council Members present: 1. Council President Perez 2. Council Vice President Garcia-Roves 3. Council Member Casáls-Muñoz 4. INVOCATION A. Marbelys Fatjo, City Clerk, led the invocation. 4. PLEDGE OF ALLEGIANCE A. Council Member Zogby led the Pledge of Allegiance. 5. MEETING GUIDELINES The following guidelines have been established by the City Council: • ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK • As a courtesy to others, please refrain from using cellular telephones or other similar electronic devices in the Council Chamber. • No signs or placards, in support of or in opposition to an item or speaker, shall be permitted within the Council Chamber. • Any person interested in making comments or posing questions on matters of public concern may do so during the Comments and Questions portion of the meeting. A member of the public is limited to one appearance before the City Council and the speaker’s comments will be limited to three (3) minutes. REPORT: Marbelys Fatjo, City Clerk, read the meeting guidelines into the record. 6. COMMENTS AND QUESTIONS A. REPORT: The Office of the City Clerk did not receive any email message to be read into the record from a person interested in making comments or posing questions on matters of public concern. B. CONFIDENTIAL SESSION At this time, the City Council will close the meeting to the public and sit in a private confidential session as allowed by law. The portion of the meeting closed to the public will be recorded and transcribed. The recording and transcript are confidential and exempt as provided by law. REPORT: At 3:58 p.m. the Mayor, City Council Members, City Attorney, City Clerk, court reporter and members of staff present left the Council Chambers and moved to the third floor Conference Room of City Hall to engage in a private confidential session. ITEM FOR CONSIDERATION (a) of the Florida Statutes (2022) REPORT: At 4:11 p.m. the Mayor, City Council Members, City Attorney, City Clerk, court reporter and other members of staff present left the third floor Conference Room of City Hall and returned to the Council Chambers in order to continue the public portion of the meeting. 10.
