1. CALL TO ORDER 5:30 p.m.
A. REPORT: Council President Tundidor called the meeting to order at 5:37 p.m.
2. ROLL CALL
A. REPORT: Marbelys Fatjo, City Clerk, called the roll with the following Council Members
present:
(1) Council President Tundidor
(2) Council Vice President Garcia-Roves
(3) Council Member Calvo
(4) Council Member Perez
(5) Council Member Rodriguez
(6) Council Member Zogby
3. INVOCATION
A. Marbelys Fatjo, City Clerk, led the invocation.
4. PLEDGE OF ALLEGIANCE
A. Council Vice President Garcia-Roves led the Pledge of Allegiance.

5. MEETING GUIDELINES
The following guidelines have been established by the City Council:
ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK
As a courtesy to others, please refrain from using cellular telephones or other similar
electronic devices in the Council Chamber.
A maximum of three (3) speakers in favor and three (3) speakers in opposition will be
allowed to address the Council on any one item. Each speaker’s comments will be limited
to three (3) minutes.
No signs or placards, in support of or in opposition to an item or speaker, shall be
permitted within the Council Chamber.
Any person, whether participating via the web platform, telephonic conferencing or
physical presence at City Hall, interested in making comments or posing questions on
matters of public concern or on any item on the agenda, may do so during the meeting.
Members of the public may address the City Council on any item pertaining to City
business during the Comments and Questions portion of the meeting. A member of the
public is limited to one appearance before the City Council and the speaker’s comments
will be limited to three (3) minutes.
The public can view public meetings on the City’s YouTube page
(www.youtube.com/cityofhialeahgov).
REPORT: Marbelys Fatjo, City Clerk, announced the meeting guidelines.
6. COMMENTS AND QUESTIONS
A. REPORT: No member of the public participating via Zoom expressed interest in making
comments or posing questions on matters of public concern.
B. REPORT: Council President Tundidor announced that he would like applicants for
appointment to the City Council Group IV refrain from speaking about the vacancy and their
application during the Comments and Questions portion of the Meeting since each would be
allotted two (2) minutes to address the City Council during Item 7A of today’s agenda.
C. REPORT: One (4) members of the public present in the Council Chambers expressed interest
in speaking during the Comments and Questions of the meeting.
1) Juan Santana (registered speaker), 5601 West 10th Avenue, Hialeah, Florida 33012,
spoke regarding the Positive Hits non-profit organization and requested permission to
host a backpack giveaway at a City park on August 10, 2024.

2) Jose Azze (registered speaker), 788 Southeast Park Drive, Hialeah, Florida 33013,
spoke regarding Pacheco’s replacement on the City Council, and issues related to the
Parks and Recreation Department including pools in need of repair, no summer
programs at certain parks, soccer academy program.
Mr. Azze provided a copy to the Mayor, City Council Members, and City Clerk of an
email message from Jose Azze <joseazze@gmail.com> on June 16, 2024 at 4:24 p.m.
titled “Importance of today’s to replace Angelica Pacheco”, a copy of which is on file
with the Office of the City Clerk.
3) Marlen Cepero (registered speaker), 5860 West 12th Lane, Hialeah, Florida 33012,
commended Melinda de la Vega, applicant for appointment to the City Council Group
IV.
4) Eduardo Lavin (registered speaker), 8822 West 34th Court, Hialeah, Florida 33018,
registered to speak before the commencement of this Council Meeting, but did not
speak during the Comments and Questions portion of the meeting due to the Council
President’s instructions provided above.
7. APPOINTMENT TO THE CITY COUNCIL SEAT IV
A. RESOLUTION: Proposed resolution appointing _________________________ as Acting
Council Member to fill the temporary vacancy on the Hialeah City Council, resulting from the
suspension of Angelica Pacheco from Public Office of City of Hialeah Councilmember Group
IV, by the State of Florida Governor Ron DeSantis; and to exercise all authority of the office of
Councilmember; and to serve that portion of the term of Councilmember Angelica Pacheco that
precedes the next regularly scheduled municipal election on November 4, 2025.
REPORT: Council President Tundidor opened the item for participation to the applicants for City
Council Group IV and four (4) applicants present in the Council Chambers expressed interest in
speaking:
1) Eduardo Lavin, 8822 West 34th Court
2) Phillip Kennedy, 8055 West 36th Avenue
3) Vivian Pena, 6095 West 16th Avenue
4) Juan Santana, 5601 West 10th Avenue
Motion to Nominate Melinda de la Vega as Acting Council Member to fill the temporary
vacancy on the City Council resulting from the Governor’s suspension of Angelica Pacheco
from public office made by Council Member Perez, and seconded by Council Member
Zogby. Motion passes 5-1-0 with Council Member Calvo voting “No”.

8. ADJOURNMENT
A. REPORT: Council President Tundidor adjourned the meeting at 6:01 p.m.

evidence upon which the appeal is to be based.
An ordinance or resolution shall become effective when passed by the City Council and signed by the
Mayor or at the next regularly scheduled City Council meeting, if the Mayor’s signature is withheld or if
the City Council overrides the Mayor’s veto. If the Mayor’s veto is sustained, the affected ordinance or
resolution does not become law and is deemed null and void.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in the proceeding should contact the Office of the City Clerk at (305) 883-
