and allow interior west side setback of 7.50 feet, where 10 feet are required. Conditional
Use Permit (CUP) to allow a K-4th grade elementary school with a maximum capacity of
46 students in conjunction with a 75-children daycare. Variance permit to allow 12 parking
spaces, where 51 parking spaces are required, and to allow all parking spaces to back out
into the right-of-way, where back out into the right-of-way is only permitted in Low-
Density Residential properties, and to waive all landscaping requirements. Properties are

so that the driveways resemble residential property driveways and not commercial or
multifamily building driveways.
Eliminate kitchen on second-floor unit.
Reconfigure the layout to resemble two units, not three and to comply with the minimum
area requirement of 1,000 square feet for each unit.
Complete the legalization of all the improvements built without permits within 180 days
of the approval of the rezoning ordinance (two kitchens, bedroom addition, etc.);
otherwise, the City shall rescind the rezoning approval.
5. Variance permit to allow a proposed 11-story parking garage, where 2 stories is the
maximum allowed. Properties are located at 3667 NW 48th Terrace and 3666 NW 49th
Street, Hialeah, zoned M-1 (Industrial District).

traffic consultant after the initial phase (Phase 4) is completed and before the issuance
of a Certificate of Occupancy for the second phase (Phase 5) is issued.
School must provide school speed zones on West 76th Street, West 74th Street, and West
26th Avenue and install traffic control signage, pavement markings, and beacons
consistent with minimum State and MUTCD requirements for school speed zones prior
to issuance of certificate of occupancy for any school improvements.
The school owner shall install special emphasis marked crosswalks and school crossing
assembly signs (S1-1 & W16-7P) at the following locations prior to issuance of
certificates of occupancy for any school improvements:
a. Intersection of West 74th Street and West 24th Avenue: Westbound approach.
b. Intersection of West 76th Street and West 24th Avenue: All approaches.
The school owner shall install the following improvements at the intersection of West
74th Street and West 24th Avenue prior to issuance of certificates of occupancy for any
school improvements:
a. Special emphasis marked crosswalks on the eastbound and westbound approaches.
b. ADA compliant pedestrian ramps.
c. Update the existing traffic control devices and school crossing assembly signs (S1-1 &
W16-7P).
The school owner/operator must provide uniformed police officers to control traffic at
the intersection of the school’s main entrance driveway on West 74th Street and at the
intersection of West 74th Street and West 26th Avenue during drop-off and pick-up times.
The school must install signage and pavement markings for the proposed bus staging
area prior to issuance of certificates of occupancy for any school improvements.
The school must provide a bicycle rack within its property prior to the issuance of
certificates of occupancy for any school improvements.
