The meeting began at 6:00 p.m. in City Council Chambers.
A. Call to Order and Determination of Quorum
Mr. Clark determined that a quorum was not present due to only four of eight members
being in attendance.
B. Items of Discussion
1. 1008 Johnson St. – Work without a Permit
Mr. David Fencl, Senior Planner, noted that the information regarding work at the property
without a COA or permit has been turned over to the local codes division for investigation.
He also noted that other jurisdictions have a placard or sign displayed at a property to
distinguish that the proper COA and permits have been issued prior to the start of
construction work.
2. Design Guidelines
Mr. Fencl noted that the Design Guideline Task Force met two weeks ago to review the
latest draft section of the new Design Review Guidelines. He said the next meeting will be
held on Thursday, April 27 at 4:00 p.m., at which time he expects for the task force to
review the completed draft of the design guidelines. He said following this step, the

consultants will begin adding pictures and graphics to complete the project. Mr. Fencl also
noted that there will also be another public meeting scheduled for community members to
offer comments and suggestions regarding the completed draft.
3. Historic Marker
Mr. Fencl updated the commission on the recent placement of a historic marker
recommended by the commission and approved by City Council denoting the colored
section of Oakwood Cemetery. He stated that there will be an official unveiling ceremony
for the new historic marker held at the cemetery on April 28, 2017 at 11 a.m. All
commissioners are invited to attend.
4. Quasi-Judicial Hearings
Mr. Clark noted that he would like to continue the discussion of changing the procedure of
Historic Preservation Commission meetings to include quasi-judicial meetings. He asked
that this be included on the agenda for the next meeting on May 10, 2017.
No official action was taken since a quorum was not present.
C. Adjournment
There being no further business the meeting adjourned at 6:21 p.m.
Following adjournment of the official business meeting, the Historic Preservation
Commission visited High Point’s historic cemeteries. No official action was taken.
