ACTION ITEMS Item 1: Consideration of the March 21, 2017 TCC Meeting Minutes. The minutes were approved. Motion by: Diane Hampton Seconded by: Michael Abuya Vote: For: Unanimous Against: None Item 2: Recommendation to the TAC for approval to release the Draft 2017- 2027 Metropolitan Transportation Improvement Program (MTIP) for a 30-day public review and comment period. As part of the STIP process all MPOs across North Carolina must develop and approve a Metropolitan Transportation Improvement Program (MTIP) for their areas. With the release of the 2017-2027 STIP the projects in the MTIP are modeled in the correct horizon year and that the MTIP is a subset of the MTP. Staff is requesting the TAC to consider placing the Draft 2017-2027 MTIP out for a 30-day public review and comment. If will be brought back in front of the TAC in August for approval. If the STIP changes before the adoption the MTIP will change also. Motion by: Bryan Fulbright Seconded by: Diane Hampton 2 Vote: For: Unanimous Against: None Item 3: Recommendation to the TAC for a resolution of support for Archdale to use MPO money for a Pedestrian Plan. Archdale sent Greg a draft RFQ yesterday afternoon. Greg will review it and then send it to Mike Mills in Division 7 to review also. Archdale will be responsible for 20% local match funds. The MPO has funds left over and these funds will be used for this Pedestrian Plan. The MPO has budgeted $70,000. Greg informed the other jurisdictions that if they have any projects they would like completed to send them to him. Motion by: Mark Kirstner Seconded by: Ed Lewis Vote: For: Unanimous Against: None Information Items Item 4: Regional Modeling Update. Mark Kirstner from PART gave a presentation. MPO Reports Item 5: NCDOT Division Reports Division 7 Ed Lewis reported that there is question about how the sidewalk is going to be put in at the Tarrant Rd. and Wendover Ave. Project. The noise wall balloting is complete and noise wall plan #1 at the westbound onramp is out and will not happen. Division 8 Bryan Kluchar reported that Division 8 Staff met with Archdale and High Point to discuss the Archdale Rd. Widening Project. All the other projects are in the planning phase. There are a couple of resurfacing projects that are coming up. Division 9 Diane Hampton reported that there are several bridge and interstate maintenance projects on the list. The Interchange Reconstruction Project in Lexington is 43% complete. The project to convert at grade intersection to interchange on Business 85 and Old Greensboro Rd. Designs have been looked at and may involve round-a-bouts. This 3 project will start in March 2019. A public meeting on this project will take place later this year. The Safety Improvement Project on Business 85 will be let in the spring of 2018. It was delayed because of some design revisions. Item 6: NCDOT Transportation Planning Branch Michael Abuya reported that four firms have been selected to work on high level corridor studies across the State. The initial phase will begin with Atkins developing the framework for the studies. The Statewide Plan is in the initial stages. A draft proposal and schedule is being developed. The CMAQ applications for funding for FY 2018 are currently in review. They hope to notify MPO’s and RPO’s of project approval in July. A recording of the Ethics Training Webinar can be viewed at https://livestream.com/NC- DOT/events/7161243. The TRB Transportation Planning Applications Conference is currently going on in Raleigh. To schedule a Traffic Data Collection use link: https://www.ncdot.gov/projects/trafficsurvey/. Use “Traffic Data Request”. The CPT 2.0 draft sample “core” report is available for review. Michael will provide a link to this at the next meeting. Item 7: FHWA Joe Geigle reported that effective this past Friday, Congress and the White House have approved legislation to repeal the Coordination and Planning Reform. We are going back to the language in the May 27, 2016 CFR. Item 8: Hitran No one was present. Mark reported that the new busses went into service on April 3rd. The name is now High Point Transit. The Transit Annual Safety meeting was held 3 weeks ago. Glenice Moore was named Transit Operator of the Year, and Brenda Volden was named Para Transit Operator of the Year. High Point Transit is continuing to work with the Public Transportation Division on the Statewide Strategic Plan. Item 9: PART Mark Kirstner reported that tomorrow morning at 10:00 a ribbon cutting ceremony will take place at the new passenger facility on W. Market St. Service will begin service on July 3rd. There is also a new maintenance facility at this location which is one of two facilities with the other located in Winston Salem. This was funded through an earmark from Congressman Howard Coble. It is named the Howard Coble Intermodal Transportation Center or CTC for short. On July 3rd PART will be instituting a revision to their system. They are discontinuing some routes but will move the service to other areas. One major change that will impact High Point is the addition of evening hours. Hopefully in October funding will be in place to add Saturday service as well. Item 10: Other Business About a year ago the High Point MPO received a Federal Highway Grant for our Multimodal Transportation Center. There will be a public meeting tomorrow night from 5:30 to 7:30 at the Depot. There will be information on some redevelopment, connections, greenways, sidewalks, bike lanes, streetscape improvements, etc. 4 There was no other business.
