Greg Venable called the meeting to order.

Item 1: Consideration of the May 16, 2017 TCC Meeting Minutes.

Item 2: PART Express systems changes.
Mark Kirstner and Brook Kochanski from PART gave a presentation.
Item 3: SPOT 5.0 Alternative Criteria and Weights discussion.
Greg Venable reported that the if we decide to all the Divisions, RPO’s and MPO can use
alternative criteria and weights to score projects. This must be agreed upon by everyone.
It was decided that at the regional level they will use the criteria that was used in the past.
Ed Lewis from Division 7 presented three alternative weight options. Each Division
must agree on which option to go with. They have till September 29th to decide.
Division 7 and 8 wants to go with option two which takes 5% from freight and moves it
to safety. Division 9 wants to stay with option 1 which is the criteria that is currently
being used.

Item 4: Discussion on projects to be included in SPOT 5.0
Greg stated that the approved State Transportation Improvement Program on July 4.
Greg informed everyone that if they have any new projects they want to submit to let him
know. The projects need to be submitted by the end of September. Once they are
submitted the SPOT Office reviews and calculates all the quantitative scores. In
February, we will review the TIP and soon after we will program all statewide projects.
In April, 2018 we can start assigning local input points and have that done by the end of
June. SPOT will then finalize the regional scores and after that Division points can be
submitted. The SPOT Office will then finalize and program the Division scores. In
January, 2019 the Draft TIP will be released. 24 additional projects per mode can be
submitted. Greg reviewed the existing list of projects. For one week in August each
Division will have a public drop in session to discuss SPOT 5.0. Greg stated that the
project to buy passenger rail cars was funded. They were going to team up with
California and buy these cars. The California side of the contract fell through so the rail
division has used that money to purchase nine rail cars from the Ringling Brothers Circus
and want to up fit them for passenger service.
MPO Reports
Item 5: NCDOT Division Reports
Division 7
Ed Lewis reported that everything is moving along well. They have added some projects
and more will be added soon.
Division 8
Bryan Kluchar reported that they have two bridge projects that are almost complete and
will be coming off the list. A design concepts meeting was held in Trinity on May 23rd to
discuss the upcoming projects. A meeting will be held tomorrow in Archdale at 10:00 to
discuss U-5770 (interchange Improvements on S. Main St. in Archdale).
Division 9
Diane Hampton reported that the MPO may be getting some TAP money for wheel chair
ramps. The accounts with 5,000 or less get half of the money and the other half can be
spent on those towns or other larger towns. There will be a public meeting on Thursday,
June 29 at Davidson County Community College to discuss the Old Greensboro Rd.
Interchange Project. The local officials will meet at 2:00 and the public from 4:00 – 6:00.
Item 6: NCDOT Transportation Planning Branch
Michael Abuya reported that they are preparing to update the supplemental counts for the
Piedmont Triad Model. The CTP update will begin in July. A committee will be formed.
Dianne Hampton, Mark Kirstner, and Brian Fulbright would like to serve on the
committee.

Item 9: PART
Mark Kirstner reported that there will be a meeting related to the Community Use
Projects on Thursday.

Carolina’s transfer of Section 5307 Funds be allocated to small urbanized areas from the North
Carolina Apportionment account as described in the table below. Identified in the table is the
maximum amount of Section 5307 Funds available to each municipality to support SFY2018
operating, capital and planning activities based on Public Law 111-8. We request that as grant
applications are received and approved, the oldest funds from the Governor’s Apportionment

As part of the STIP process all MPOs across North Carolina must develop and approve a
Metropolitan Transportation Improvement Program (MTIP) for their areas. With the
release of the 2018-2027 STIP the projects in the MTIP are modeled in the correct
horizon year and that the MTIP is a subset of the MTP.
A copy of the draft will be available at the TCC meeting.

• CALL CENTER HOURS: The Piedmont Transit Resources Call Center is refreshing their
hours. You can now reach a Call Center representative between 6:30 AM and 8:00 PM. Call
336-883-7278 for more information.
• SERVICE ENDS AT 9:30PM: Extended Hours on Routes 1, 2, 3, and airport area shuttles
service ends at 9:30pm. Please make sure to catch your bus at the scheduled time prior to
9:30pm to arrive to final location at that time.
• HOLDING BUSES: To ensure that buses will make connections to other systems on time,
PART will no longer be able to hold buses at the Coble Transportation Center past regular time
of departure. Make sure to plan your trip to account for delays so you don't miss your
connections!
