RECORDING STAFF: MPO Mark McDonald called the meeting to order. ACTION ITEMS Item 1: Consideration of the September 16, 2018 TCC Meeting Minutes. The minutes were approved. Motion by: Guy Cornman Seconded by: Bryan Fulbright Vote: For: Unanimous Against: None Item 2: Recommendation to The TAC for approval of amendments to the 2018-2027 MTIP (John Hanes). There are 3 pages of amendments representing not only January but also November and December. On page 6 is the November amendments. NC 8/NC49 bridge replacement and apply preservation treatment. This is a STIP modification to allow additional time to complete the R-O-W plans that have moved from FY18 to FY19 at the request of the structural management unit. Oakdale Road in Jamestown has been moved to allow additional time for planning and design. Delay construction from FY18 to FY 19. STIP deletions from November were from Lexington to S. Main St. and various bike and pedestrian projects. On Page 7 is the December amendments. STIP modifications on Davidson County airport lighting project. Accelerated construction from FY 20 to FY 19. Main St. in Archdale updated work description and termini have been revised. Surret Dr U-5864 the description has been modified to reflect current project scope. U-5864A 2 project break has been deleted and it has been added to U-5864. U5864B STIP deletions that break has been deleted by the request of the division office so the project segment can be reprioritized. On page 8 is the January amendments. Nc 8 / NC 49 bridge replacement and apply deck preservation treatment. Since the cost increase has exceeded $2 million dollars and 25% thresholds. Motion by: Mark Kirstner Seconded by: Bryan Kluchar Vote: For: Unanimous Against: None Item 3: Recommendation to the TAC to approve a Resolution of Support for FY 2020 SPR Funding Request by PART. (Mark Kirstner) The travel demand model requires several different inputs. One is the economic data that is used to measure updates. Another piece is a household travel survey. It was 2008 since the region has done one so we feel like this information can be updated and selected in the Travel Demand Auto. To make it the best resource that it can be for everyone. To get this done in a timely manner we feel like we need to start this in the year 2020. Based upon some estimates recently completed survey from the Triangle. Total cost could be around $675,000. The processing could take as long as twelve months and that puts us in the FY 2021. For FY 2020 1/3 of the project would be complete. It would reflect in your UPWP with a 1/3 of the cost there. We are hoping to fund this with SPR funds that we are applying for through the state. It is an 80/20 match so it makes it more manageable for all the MPO’s. We have gotten several rounds of SPR funds recently for the freight study. This is a resolution of support that will be attached to our application. Motion by: Mike Abuya Seconded by: Roger Jones Vote: For: Unanimous Against: None Information Items Item 4: Release of 2019-2020 Unified Planning Work Program (UPWP) for public review. (Greg Venable) In November we presented to TAC our draft UPWP. At that time, I was basing our funding amounts off what we had available to us in previous years. For several years we never spent all our budget and those were held as unobligated funds. Several other 3 smaller MPO’s had the same situation with a balance of unobligated funds. NCDOT has decided at the request of the Federal Highway Administration they will take those funds back. Our current year budget was $580,000 dollars. We had several dollars in it for special studies. We have done several projects like the Archdale Pedestrian Plan. We are in process of doing the Regional Bike Plan that accesses those funds. We have two projects; one with the City of High Point for the stadium area traffic study. Lexington is requesting some funding to do a study for NC 8 & I-85 area. We can fund those projects; however, they combine all the unobligated funds at the state of Transportation Planning and redistribute those funds to all the MPO’s. This is how we get our PL funds now. Our annual allocation we get from the state is about $250,000 plus or minus. With the redistributed funds we get an additional $90,000 dollars. About $350,000 is what we will be getting for FY 19/20. I have revised our Planning Work Program and will send it out to everyone. This will go out next week for the 30-day public review and comment period. We can make a request to NCDOT Planning Branch if we know of a study coming up like the Lexington Study. We would have to show above and beyond to receive the funds. Our local match will be lower about $116,000. Item 5: Draft 2019-2029 STIP Review. (Greg Venable) The draft 2019-2029 STIP supplement includes year-by-year funding tables listing projects that are funded for feasibility study. Projects not funded within that time frame are generally not included unless some element of activity is underway and ongoing, e.g. right-of-way acquisition. Projects have been grouped by mode, roadway and related projects being listed first, followed by aviation, bicycle/pedestrian, ferry, rail, and transit, in that order. Statewide (non-Division-specific) projects are at the back. The projects in the highway section are ordered by program (e.g. Interstate, then rural, urban, bridge, safety, and congestion mitigation). If history is any guide, budget modifications, project cost increases, delivery schedule reviews and other factors will probably result in some programming changes prior to adoption of a final STIP late next spring. Hopefully any changes will be minor, but no guarantees. MPO Reports Item 6: NCDOT Division Reports Division 7 Ed Lewis reported that things are moving along good in the High Point area. Central is starting to put out a status report every month on projects that are in the area. I will speak to the distributors and make sure the MPO receives them. Our public meeting is the same week as Division 8 February 4-8. 4 Division 8 Bryan Kluchar reported that all Division 8 projects are in planning and design. Division 9 Fred Haith reported staff will meet to discuss the draft STIP, project schedules and other relevant information and after that has taken place. I will send in a bigger version to Greg Venable to distribute to interested parties. The public comment for the draft STIP is March 5, 2019. The final STIP will be June 2019. NC 8 Cotton Grove Rd. from Rothrock Rd. to Hunt and it is a modernization project. As we move toward P6.0 we will be looking at the projects that didn’t make the cut. Project estimate scopes and seeing which projects need to be split. Fred asked Phillip to elaborate on the meeting coming up. Mike Stanley has turned to Division 7, 8, & 9 on separate meetings and is going to discuss the projects that didn’t make the cut in P5 and might need to be resubmitted in P6. To find out which projects have the most interest. He will reach out to all MPO’s separately. Item 7: NCDOT Transportation Planning Branch Michael Abuya reported that CTP 2.0 will take place in February. Item 8: FHWA No report. Item 9: Public Transportation High Point Transit System No report. Davidson County Transportation Richard Jones reported new routes started on January 7, 2019 and they are running well. RCATS No Report. PART Mark Kirstner reported the MPO’s in the region are embarking upon a freight study. Unlike the Charlotte Region & the Triangle Region took the approach of a planning type of document first and building into the modeling approach. We have taken the approach of doing the modeling first. Recap phase 1 we did a lot of data collection of the existing freight facilities. People that had distribution activities that were involved in the actual model are in phase 3; which is the collection of the actual local travel data. This is a little out of date, so we need to address that. This is a quick snap shot of how the Freight Model that has been built is integrated into the over all Travel Demand Model. It does 5 run by itself and it feeds into the Travel Demand Model. Some ways it is integrated and some ways it is separate. The whole purpose of that modeling after it was moved from a destination origin type travel demand modeling to more of a core base; which is more reflective of what freight movements do. Instead of most of our personal trips are from point A to point B they do something that is like a tour. The information being collected in the application is very detailed that feeds into the model. It is with SPR funds and that is 80/20. We had a soft kickoff in December 2018 and we should be done by the end of December 2019. (Greg Venable) Information Summary Attachments Yes No The UPWP is the MPO’s annual budget and work plan. It lists the planning tasks that staff expects to perform and the work products that we expect to produce during the fiscal year. Our fiscal year runs from July 1st through June 30th of next year. The work program consists of three major divisions: surveillance of change, long-range planning, and administration. Each major division includes several line items under which the MPO can perform work. Each line item includes explanatory text describing the customary work items for the line item, the rationale for performing the work, how much money we plan to spend on the line item and the work products that the MPO expects to produce during the upcoming year. The UPWP also includes a series of tables showing the sources of the funds used, the amount of federal funds used, the amount of the local match, and total expenditures for each line item from each funding source. The Draft UPWP was out for a thirty (30) day review and comment period and no comments were received. Staff is requesting a recommendation to the TAC for approval of the 2019-2020 UPWP. NCDOT completed the procurement process and RSG is the lead consultant with Planning Communities handling engagement activities. • CommunityViz growth allocation results will be reviewed in Feb then training to follow. Commuter Resources/TDM • Staff continued to work with employers in Winston-Salem to complete enrollment in the Business 40 XPass discount program. There are 18 employers registered offering the benefit. • A lunch and learn was held at Truliant Federal Credit Union along with NCDOT. • Staff met with MWI Animal Health to present on the PARTnership program. The company is located in Brown Summit, a survey will be distributed to employees. • PART received delivery of four new 2019 Dodge Caravans recently which will help with increased demand for the smaller sized vehicles. Regional Marketing • How to Ride PART and Use Touch Pass videos are complete and will begin being distributed. • A new brochure was developed for DCTS which will be used to promote those routes in the community. • A meeting was held at the PTI Airport to create better awareness and partnership with the Airport promoting PART services. • New engagement campaign upcoming to use social media for testimonials and sharing called “I Take PART”. Piedmont Transit Resources Call Center • In November the Call Center had 11,255 presented calls. • The majority of the calls were about PART Shuttle, PART Fixed Route Bus, High Point Transit Fixed Route Bus, DCTS Thomasville Rider Info, PART Rider Info. 23
