Item 2: Recommendation to the TAC of amendments to the 2020-2029 MTIP.
John Hanes reported that there was one modification to the 2020-2029 MTIP – P-5719C
Piedmont Corridor – acquire and refurbish 8 rail cars – delay in construction from FY22
to FY23. John also reported on several Statewide amendments.

Information Items
Item 3: Complete Streets Presentation (NCDOT Division Planning Engineers)
Stephen Robinson, Bryan Kluchar, and Fred Haith provided information on the NCDOT
Complete Street Update. The presentation focused on goals, evolution, implementation
challenges, guidance, and next steps.
Item 4: STIP Format and P7.0 Schedule Update
Andrew gave an update on the new format for the Draft 2024-2033 STIP. The new
format will be an excel spreadsheet for this TIP which will allow you to more easily sort
and find projects specific to you MPO. He also gave an update on the STIP schedule and
P7.0 project submittals.
Agency Reports
Item 5: NCDOT Division Reports
Division 7
Stephen Robinson reported that there is a delay on the Kivett Drive bridge. He also gave
a brief update on the South Main Street/US 29-70 interchange project.
Division 8
Bryan Kluchar reported there were no changes to what was in the packet. Greg asked
about discussions concerning a possible new interchange on I-85 at the Mohawk location.
Stevie Cox mentioned some of the concerns for Trinity with all of the new development
in the Trinity area and the need for transportation improvements. Phillip Craver with
Division 9 provided information on discussions and projects that may help with traffic
congestion in the area. Jerone Monroe added information on the schedule for the Finch
Farm Road project and also stated they are taking another look at the design for Finch
Farm Road and NC 62 as well as the ramps with I-85.
Division 9
Fred Haith had nothing to add from what was in the report in the packet. Fred mentioned
that everyone needs to look at the STIP presentations and he would provide information
to Greg to distribute. There will also be a TAC level presentation on the STIP as well.

Item 6: NCDOT Transportation Planning Branch Report
Michael Abuya had nothing to add to the report that is in the packet.
Greg asked for Alex Rotenberry with the Integrated Mobility Division to provide an
update even though he was not on the agenda.
Alex Rotenberry mentioned the Multi-modal Planning Grant Initiative and urged the
member jurisdictions to take advantage of the opportunity.
Item 7: FHWA Report
Suzette Morales reported on the changes to the definitions of urban areas. There are a lot
of comments received and now FHWA has decided on that definition. Over the next 6 to
8 months, they are reviewing all urban areas. There is a schedule available online. There
is also a notice of funding opportunity (NOFO) for infra/mega/rural grant.
Alex Rotenberry asked about the MUTCD updates. Suzette has not seen any updates for
that. Greg mention to the TCC that our boundary will more than likely change when our
urbanized area is determined.
Item 8: Public Transportation Reports
High Point Transit System
Andrew Edmonds reported that we submitted a request to our Congressional
Representatives for an earmark for a new transfer hub. As part of that request, we asked
for a letter of support from the MPO which Greg provided.
Davidson County Transportation
Richard Jones stated that Davidson County Transportation are still working on their
submittal to become a direct recipient for FTA funding.
RCATS
No report from RCATS.
PART
Kyle Laird gave an update on ridership. PART is conducting surveys to try and help
identify who is taking advantage of the PART service. He also gave an update of
Community Viz and how that will be used moving forward for our Socio-Economic data
the goes into the Travel Demand Model.

Bus and Bus Facilities Letters of Support (Andrew Edmonds)

On March 7, 2022, Federal Transit Administration announced $372 million available for
Fiscal Year 2022 grants to help transit agencies purchase and rehabilitate buses, vans, and
related equipment and build bus facilities. This FY 22 opportunity was part of a larger
package in competitive grant funds to help modernize bus fleets and facilities across the
country, including $1.1 billion to help transit agencies purchase or lease low- or no-
emission vehicles that use advanced technologies to help improve air quality and combat
climate change.
High Point Transit System requested letters of support for four project applications that
were submitted May 31, 2022. These projects include the Five Points Transfer Hub, an
operator training facility, an addition to the maintenance facility, and a new vehicle to
replace aging fleet.
All four of these projects have been identified in the Metropolitan Transportation
Improvement Program.
Copies of the letters of support have been attached to the agenda for your reference.

since reinstatement of our Deviated Fixed Routes. Increase of 35 riders per day from April
2022.
FTA Direct Recipient. The process of becoming a Direct Recipient of the FTA continues.
We have been working through FTA responses to our submission of required documents/
worksheets. IMD goal is for the process to be complete by June 30, 2022.
Demand Response Transportation Providers RFP. Current third-party contracts for De-
mand Response transportation providers expire on October 31, 2022. Work on the RFP has
begun and will be launched on August 1, 2022.
Rita Winegar NCPTA Driver of the Year. DCTS Bus Operator Rita Winegar received the
NCPTA Driver of the Year award at this years NCPTA Conference. Rita goes above and be-
yond in caring for the riders.
