Consent agenda includes 1) May 16th TCC meeting minutes and 2) amendments to the 2020-2029 MTIP. Andrew Edmonds reported that federal regulations States are required to set performance target for pavement condition, bridge condition, travel time reliability, freight reliability, and emission reductions. MPOs must adopt the State's targets and agree to plan and program projects that contribute towards accomplishing the State's performance or set their own targets. In previous years, the MPO has adopted the State's targets which staff and TCC have recommended doing again this year. The 2023 and 2025 Rule 2 and Rule 3 performance targets and the recommended resolution of support can be found in the meeting packet. . 1 Attachment 1 Motion by: Scott Rhine Seconded: Jason Miller Vote: For: Unanimous Against: None Item 3: Recommendation to the TAC for the Release of the 2024-2033 MTIP for Public Review and Comment. Andrew Edmonds reported that on June 6, the North Carolina Board of Transportation approved the State Transportation Improvement Program (STIP). The STIP is a 10 year plan that identifies the construction funding and scheduling for transportation projects throughout the State. The Metropolitan Transportation Improvement Program (MTIP) is a subset of the STIP. The MTIP is also a 10 year plan listing projects within HPMPO and identifies their corresponding funds and schedules. MPOs have 180 days from the approval of the STIP to adopt their 2024-20233 MTIP. Per our Public Participation Policy, we must release the MTIIP for a minimum 30-day public review and comment period. The public review period will begin Wednesday, July 5th, and will end Wednesday, August 9th. Once the public review and comment period is complete, the HPMPO will advertise a public hearing for the document. The public hearing will be held at the regularly scheduled August TAC meeting. Due to rising costs for projects under the previously adopted 2020-2029 STIP, little to no funding was projected to be available for new project in the 2024-2033 STIP so the NC Board of Transportation approved halting the last prioritization cycle. The decision was made to develop the new 2024-2033 using existing projects from the previously adopted 2020-2029 STIP. Motion by: Roger Jones Seconded: Bryan Kluchar Vote: For: Unanimous Against: None Information Items Item 4: Memorandum of Agreement (MOA) with Winston-Salem Urban Area Metropolitan Planning Organization (WSUAMPO) and Greensboro Urban Area Metropolitan Planning Organization (GUAMPO). 2 Attachment 1 Andrew Edmonds reported that as a result of the 2020 Census, Winston-Salem and Greensboro's Urbanized Areas have grown into areas located within the High Point MPO Metropolitan Area Boundary. It has been mutually agreed upon by Winston-Salem Urban Area MPO, Greensboro Urban Area MPO, the member jurisdictions that fell within the urban area growth, and that the High Point MPO would maintain our current planning boundaries. This agreement also includes the already agreed upon transportation planning responsibility transfer from Winston-Salem MPO to High Point MPO for Lexington and the majority of Davidson County. Copies of the memorandums of understanding are included in your packet. Item 5: Memorandum of Understanding for Cooperative, Comprehensive, and Continuing Transportation Planning. Andrew Edmonds gave an overview of Federal requirements that require MPOs and member jurisdictions to adopt a memorandum of understanding that outline the policies, structure, membership , and roles and responsibilities for the MPO as we carryout transportation planning responsibilities. Our current MOU was endorsed and is effective until October 2023. HPMPO is not suggesting any substantive changes to the existing MOU, but we ask for renewed approval of the MOU through approval through each member's jurisdictions elected body. Copies of the MOU will be sent out to TCC and TAC members this week, and we ask for action to be taken on the MOU by the end of September. Item 6: Smooth Urban Area Boundary. Andrew Edmonds discussed as a result of the US Census, new urban areas and urban clusters have been designated. The FHWA requires MPOs to adopt a smoothed Urbanized Area Boundary to eliminate irregularities to the boundary, identify areas that may become urban in the next twenty years, and maintain logical control points. As you can see on page 86 of your packet, MPO staff has smoothed our urban area boundary to mostly follow the census tracts surrounding are urban area boundary. There has been some masking to ensure the smoothed urban area boundary stays within our MPO Planning Area Boundary. Staff will seek approval of this boundary at the August TAC meeting. Item 7: P7.0 SPOT Project List. Andrew Edmonds gave an update of the HPMPO P7.0 project list. We have found that two projects, NC 109's Bypass of Wallburg and the Westside Bypass of Lexington, were classified as carryover projects in P6.0 have fallen down to a holding tank position in P7. These two projects will require a submittal slot for STI funding consideration. Luckily, we have worked with the Council and staff at Thomasville to identify two projects that 3 Attachment 1 may not need to be considered for funding in P7, Julian Avenue Extension which may need new alignment and the Interchange ramp improvements at I-85 and NC 109 which has already been built by the State.
