Consistent with the Court’s decision, States and Metropolitan Planning Organizations (MPOs) are not required to submit initial targets and reports at this time. FHWA will provide more information soon. President Approves Fiscal Year 2024 Appropriations Through September 30, 2024 On March 9, 2024, the President signed a consolidated appropriations act to approve appropriations for Fiscal Year (FY) 2024 through September 30, 2024. The departments, agencies, and activities funded in the bill include the U.S. Department of Transportation (DOT), the U.S. Department of Energy, the U.S. Department of Housing and Urban Development, and the Environmental Protection Agency. U.S. DOT Announces $3.3 Billion in Awards for Reconnecting Communities and Neighborhoods On March 13, 2024, the U.S. DOT announced more than $3.3 billion in awards from the Reconnecting Communities and Neighborhoods (RCN) Grant Program. The RCN Grant Program combines funding from the Reconnecting Communities Pilot Program and the Neighborhood Access and Equity Grant Program. In this round of funding for the RCN Grant Program, the Department awarded 72 planning grants, 52 capital construction grants, and 8 regional planning grants. U.S. DOT Announces $54 Million in Awards for SMART Grants Program On March 14, 2024, the U.S. DOT announced $54 million in awards from the Strengthening Mobility and Revolutionizing Transportation (SMART) Grants Program. The Department issued grant awards for 34 projects across 22 States, the District of Columbia, and Puerto Rico. More information is available here. U.S. DOT Announces $5.1 Billion in Available Funding for Multimodal Project Discretionary Grants On March 28, 2024, the U.S. DOT announced the availability of more than $5.1 billion in combined funding for the Multimodal Project Discretionary Grant (MPDG) Program. Available funding includes $1.7 billion for the National Infrastructure Project Assistance (Mega) Program, $2.7 billion for the Infrastructure for Rebuilding America (INFRA) Program, and $780 million for the Rural Surface Transportation Grant (Rural) Program. Applicants that wish to submit the same application to be considered for more than one grant under the MPDG Program only need to submit their application through one Grants.gov opportunity number (NIPA-25-26-MEGA, NSMFHP-25-26-INFRA, or RSTGP-25- 26-RURAL), and that application will be considered for all programs for which it is not opted-out or ineligible. The application deadline is May 6, 2024. U.S. DOT Announces $57 Million in Available Funding for Innovative Finance and Asset Concession On March 11, 2024, the U.S. DOT announced the availability of $57 million in funding through the Innovative Finance and Asset Concession Grant Program. Technical Assistance Grants are available to help recipients build organizational capacity and advance a portfolio of assets by conducting pre- construction tasks, such as asset scans, value-for-money analyses, and other tasks that consider innovative finance and delivery, including asset concessions. Expert Services Grants are available to help enable recipients to hire expert professionals to develop and deliver public-private partnerships in connection with the development of a specific asset. FHWA Announces $1.2 Billion in Available Funding for Low Carbon Transportation Materials On March 12, 2024, FHWA announced the availability of $1.2 billion in funding through the Low Carbon Transportation Materials (LCTM) Grant Program. The LCTM Grant Program focuses on accelerating the use of materials and products that have lower levels of embodied greenhouse gas emissions on eligible projects funded under Title 23. This LCTM funding is available to State DOTs (including the District of Columbia and Puerto Rico) through a Request for Applications (RFA) that closes June 10, 2024. Later this year FHWA will also make available $800 million to target non-state applicants through a Notice of Funding Opportunity (NOFO). FHWA Announces $44.5 Million in Available Funding for Active Transportation Infrastructure On March 19, 2024, FHWA announced the availability of $44.5 million in funding through the Active Transportation Infrastructure Investment Program (ATIIP). FHWA will award Planning and Design Grants for eligible applicants to develop plans for active transportation networks and active transportation spines. FHWA will award Construction Grants to eligible applicants to construct projects to provide safe and connected active transportation facilities in an active transportation network or active transportation spine. FHWA Announces $45 Million in Available Funding for Strategic Innovation for Revenue Collection On March 27, 2024, FHWA announced the availability of $45 million in funding through the Strategic Innovation for Revenue Collection (SIRC) Program. The purpose of the SIRC Program is to provide grants to eligible entities to test the feasibility of a road usage fee and other user-based alternative revenue mechanisms to help maintain the long-term solvency of the Highway Trust Fund through pilot projects at the State, local, and regional level.
