Becky Smothers read the Ethics Awareness and Conflict of Interest Reminder. Item 2: Report from the nominating Committee and Election of TAC Chair and Vice Chair. Neil Grimes nominated Becky Smothers as Chair and Clyde Lynn Reece as Vice Chair. They were both voted in unanimously. Motion by: Keith Volz Seconded: Neal Grimes Vote: For: Unanimous Against: None 1 Attachment 1 ACTION ITEMS Item 3: Consideration of the November 26, 2013 TAC meeting minutes. There was no change to the minutes. Motion by: Jim Myers Seconded: Keith Volz Vote: For: Unanimous Against: None Item 4: Consideration to release the DRAFT Public Participation Policy (PPP) for public review and comment. Greg Venable stated that the PPP has been revised to include Piedmont Authority for Regional Transportation (PART) and Hi Tran Program of Projects in the MPO process. This includes any route changes. The Federal requirement requires that the PPP be put out for a 45 day public review and comment period. Once the public review and comment period is complete a public hearing will be held. Staff will be requesting approval of the PPP at the March TAC Meeting. Motion by: Neal Grimes Seconded: Keith Volz Vote: For: Unanimous Against: None INFORMATIN ITEMS Item 5: Winston-Salem MPO Documents for public review and comment. Greg Venable stated that the Winston-Salem MPO has several items out for public review and comment. One item must be approved by the High Point MPO. Transportation Improvement Program and Air Quality Conformity Amendments are needed for I-911A, I-40 widening project. Right of Way for this project is moving up from post year to 2015. This document has been out for public review since January 15. Staff will be requesting TAC approval at our February TAC meeting. 2 Attachment 1 AGENCY REPORTS Item 6: Division Engineers Report Division 7 Ed Lewis reported that a public meeting to suggest projects for SPOT will take place Wednesday, January 29 from 4:00 pm to 7:00 pm at the Division Office. Becky asked that Board Members be informed of these information meetings. Division 8 Darius Sturdivant reported that their public information meeting on SPOT will be held on the evening of Wednesday, February 12 at the DOT Traffic Office in Carthidge. Division 9 Diane Hampton reported that there is a local officials meeting regarding the interchange bridge project at NC ???? and Business 85 on Thursday January 30, 2014 from 1:00 pm- 2:00 pm in the Lexington City Council Chambers. The public drop in meeting will take place from 4:00 pm -7:00 pm on the same day. Division 9 already conducted their SPOT meeting and had approximately 50 attendees. Item 7: NCDOT Transportation Planning Branch Report. Hemal reported that the CPT project documentation has been completed and is posted on the NCDOT website. Hemal will send the website link to Greg to distribute. Item 8: Hi tran Report Angela was not present at this time. Mark reported that ridership for the past month is holding steady. Hi Tran is in a holding pattern in regards to the Short Range Transportation Plan. There has been a significant amount of work done on this study and are looking to continue working on this soon. Item 9: PART Report David Morris reported that they added service to route 6 from Mt. Airy to Winston Salem which increased the ridership by 87%. Overall ridership for the year is a little bit ahead of last year. There is a google transit feed being developed in association with UNC Greensboro. This will help with trip planning and will connect to any service in the region. PART is redeveloping their website. The Regional Summit to unveil the final recommendations of the Piedmont Together Projects will take place on March 27, 2014 in downtown Greensboro. The exact location is not known. Becky stated that PART did complete their Triannual Review and asked that the results of increasing ridership and demand be shared with everyone’s Boards and Commissions. Item 10: MPO Staff Report Greg had nothing to report. Item 11: Other Business 3 Attachment 1 There was no other business. The meeting was adjourned. 4
