Neal Grimes read the Ethics Awareness and Conflict of Interest Reminder. No one had any conflicts. Item 2: Public Comment Period Neal opened up the public comment period. No one spoke. Neal closed the public comment period. ACTION ITEMS Item 3: Consideration of the June 23, 2015 TAC meeting minutes. There were no corrections to the minutes. Motion by: Cheryl McQueary Seconded: Jim Myers 1 Attachment 1 Vote: For: Unanimous Against: None Item 4: Consideration of amendments to the 2012-2018 Metropolitan Transportation Improvement Program. There are is two additions to the 2012-2018 STIP. The first addition is a CMAQ project on Oakdale Rd. in Jamestown which was added at the request of the Division 7 Planning Branch, and the second is a statewide addition. There are also two transit additions. There are several modifications; one is a new pedestrian bridge and approaches at the Piedmont Environmental entrance in High Point and Jamestown. The next is East Main St. in Jamestown and the other is I-74/US 311 NC 68 reconstruction of the interchange. The first two are delayed construction from FY 2015 to FY 2016 and the third is a delayed construction from FY 2017 to FY 2018. Motion by: Jim Myers Seconded: Cheryl McQueary Vote: For: Unanimous Against: None Item 5: Recommendation of Support to split the NC109 into three parts and the NC62 Projects into two parts. This action item is an addition to the agenda. The first section of NC 109 will go from I40 to just north of Teague Rd., the middle section will go from just north of Teague Rd. to Motsinger Rd., and the southern section from Motsinger Rd. to NC 109. This was done in the hopes that they will score better in SPOT 4.0. There is a possibility of one section making it on the list and others not. Motion by: Larry Warlick Seconded: Jim Myers Vote: For: Unanimous Against: None Information Items: 2 Attachment 1 Item 6: Review of programming available for FY 2017 congestion Mitigation Air quality (CMAQ) funds for HPMPO projects. In June MPO staff requested member jurisdictions to submit projects to be considered for CMAQ funding for FY 2016 and FY 2017. The deadline for MPOs to submit FY 2016 projects were July 15, 2015. High Point submitted the Deep River Greenway connection for FY 2016 CMAQ funding. MPO staff is requesting member jurisdictions to submit projects to be considered for CMAQ funding for FY 2017. We have the same amount of money which is approximately $1.1,000,000-1.2,000,000. The deadline for MPOs to submit FY 2017 projects to NCDOT is October 15, 2015. The funds are eligible to be programmed for projects in Fiscal Year 2017, which runs from October 1, 2016 through September 30, 2017. Funding awarded for any project will require a 20% local match to be paid by the member jurisdiction. Item 7: Review of SPOT 4.0 process and schedule. Greg presented a map of existing projects that were once in the SPOT 3.0 and are automatically moved to SPOT 4.0. The map also shows projects that are projects that are committed by NCDOT. A couple of projects that are going to be modified are NC109 and NC 62. This modification has been added to today’s action items. This year for SPOT 4.0 we have an additional 13 projects in each transportation mode that can be submitted. Greg stated the projects need to come either from a long range plan or a CTP. Cheryl asked that the MPO create a table showing the pros and cons of keeping the project as one road and the pros and cons of dividing the road into sections. September 1, 2015 – Project Modifications and anticipated Intersection/Interchange projects due via email to SPOT October 1, 2015 – Alternate Criteria for Regional Impact and Division Needs scoring due October 2015 – SPOT Online available for Entering Projects for 1 month (exact date tbd) End of March 2016 – Quantitative Scores and Draft list of Programmed Statewide Mobility Projects released April 1, 2016 – Regional Impact Local Input Point window opens for 2 months; Deadline for Approval of Local Input Point Assignment Methodologies End of July 2016 – Draft list of Programmed Regional Impact Projects released August 1, 2016 – Division Needs Local Input Point window opens for 2 months October 2016 – Final P4.0 Scores released December 2016 – 2017-2027 Draft STIP released Item 8: 2040 Metropolitan Transportation Plan Public Review update. MPO staff has been going through the public review process for the three document mention above. We have held three of five public drop in meetings that were advertised in all local papers and the local public access station. Our remaining meetings are listed 3 Attachment 1 below. Please notice that we have added an additional meeting at the Piedmont Triad Farmers Market on Saturday August 22, 2015 from 10:00am until 2:00pm. The sites are: https://www.facebook.com/highpoint.mpo https://twitter.com/hpmponc The comment period will run until August 31 and the document will be available for approval at the September 22 meeting. Item 9: Presentation on the Second Strategic Highway Research Program (SHRP2), Freight Demand Modeling and Data Improvement Study. Winston Salem submitted a grant application to the FHA and received some money to do a freight study in the Triad which will eventually go into the regional model. Mark Kirstner (PART) and Fred Haith (Winston-Salem MPO) gave a presentation. Cheryl McQueary had five questions that she asked. 1. How can you project 200% growth at the ports when right now our ports cannot support the super tanker? Unless the bond passed there will be no dredging done. Because of the labor issues on the west coast the statistics are showing that China is routing to Charleston, Savannah, and Norfolk. 2. Did Polo Ralph Lauren participate in the High Point multimodal 80 trucks per day statistic? Is this from their data. 4 Attachment 1 3. In Alamance County when Walmart comes on next August they are projecting 500 trucks a day. How do you project oncoming freight services? There is a statistic around that gives the number of trucks per NC person and with the growth of 3,000,000 population is there a statistic of the number of trucks per day with this increase included? 4. You show a growth of 3,000,000 over 25 years and the State planning is 3,000,000 over ten years. How did you get this information? Most of this is actual numbers not projections. Building this into the travel demand model will help answer some of these questions. AGENCY REPORTS Item 11: NCDOT Board of Transportation Report. Cheryl McQueary reported that there has been a leadership change. Secretary Tata has resigned and Nick Tennyson was appointed by the Governor. Nick is the former Mayor of Durham. The resolution from this TAC that was sent to the General Assembly asking them to approve that the citizens be allowed to vote on the bond on November 15 has been denied. The House passed that we get the vote on the bond but not until 2016. Item 13: Division Engineer’s Reports. Division 7 Ed Lewis reported that project C-5558 (High Point Signal System) is on the board meeting agenda and they are going to be considering $450,000 for this project to handle some utility relocation. The U-5169 project (I-74/US 311 and NC 68 interchange improvements) the maps for the public workshop in the Fall are out for staff to review. Also for the boards consideration is $250,000 for pedestrian improvements on Yanceyville in Jamestown. Division 8 Jen Britt was there representing Jeff Loflin. There was nothing to report. Division 9 Diane Hampton reported that there are several bridge projects and resurfacing projects underway. R-4750 (Bus. 85-52) is still underway with a completion date of December 7. The let date for the airport project in Lexington is 2020. ROW acquisition for the interchange at Davidson Community College is in FY19. The turn lane at Hickory Tree Rd. and Mendenhall Rd. is scheduled to be advertised soon. The widening of NC 8 (Winston Rd) is scheduled to be let in FY 19. Fred McClure stated that the work on the secondary roads is very poor. Diane said she will speak with whoever is in charge. Cheryl McQueary stated that she will speak to the Board Member for Division 9. Item 10: Triad Air Awareness. No one was present. 5 Attachment 1 Item 13: NCDOT Transportation Planning Branch Report. Hemal Shah had nothing to report. Item 14: Hi tran Report Angela reported that Hi-tran was awarded the grant for bus replacement and is expecting delivery of the new fleet in the fall of 2016. Ridership for FY 15 was down slightly which is attributed to the snow and ice over the winter months. High Point is participating in the Piedmont Triad Resources Call Center and has been a smooth transition for the passengers and customers who use the services. The same number is called but they can receive information about not only High Point but PART and Greensboro transit. Item 15: PART Report Mark Kirstner introduced Sarah McGuire who is part of the NCDOT Apprenticeship Program. There are significant changes being made over the next six months to route 9 in Davidson County. The route is no longer going all the way into Greensboro but is coming into High Point and Thomasville. Item 16: Other Business The next meeting will be Tuesday, September 22, 2015.
