minimum 30 day public review and comment period followed by a public hearing held at
a regularly scheduled TAC meeting. The public hearing notice was advertised in local

Consideration of the Certification of the High Point MPO Transportation Planning

Every year, prior to adoption of the Unified Planning Work Program, the MPO is
required to certify its planning process and its compliance with various federal
regulations including the Clean Air Act, the Civil Rights Act, the Americans with
Disabilities Act, and the federal transportation authorizing legislation. The certification
states that the MPO is following all federal requirements and is carrying out its planning
process in the appropriate manner. The resolution is a prerequisite for adoption of the
UPWP.

RESOLUTION CERTIFYING THE HIGH POINT URBAN AREA
Archdale METROPOLITAN PLANNING ORGANIZATION'S TRANSPORTATION
PLANNING PROCESS FOR FY 2017-2018
Denton WHEREAS, the Transportation Advisory Committee has found that the
Metropolitan Planning Organization is conducting transportation planning in a
continuous, cooperative, and comprehensive manner in accordance with 23
U.S.C. 134 and 49 U.S.C. 1607;

WHEREAS, the Transportation Advisory Committee has found the
Transportation Planning Process to be in compliance with Sections 174 and 176
Lexington (c) and (d) of the Clean Air Act (42 U.S.C. 7504, 7506 (c) and (d)).
WHEREAS, the Transportation Advisory Committee has found the
Transportation Planning Process to be in full compliance with Title VI of the
Thomasville Civil Rights Act of 1964 and the Title VI Assurance executed by each State under
23 U.S.C. 324 and 29 U.S.C. 794;
WHEREAS, the Transportation Advisory Committee has considered how the

Transportation Planning Process will affect the involvement of Disadvantaged
Business Enterprises in the FHWA and the FTA funded planning projects (Sec.
105(f)), Pub. L. 97-424, 96 Stat. 2100, 49 CFR part 23);

Transportation Planning Process will affect the elderly and the disabled per the

Transportation Advisory Committee certifies the Transportation Planning Process

Consideration of the 2017-2018 Unified Planning Work Program (UPWP). (Greg
Venable)

The UPWP is the MPO’s annual budget and work plan. It lists the planning tasks that staff
expects to perform and the work products that we expect to produce during the fiscal year.
Our fiscal year runs from July 1st through June 30th of next year. The work program consists
of three major divisions: surveillance of change, long-range planning, and administration.
Each major division includes several line items under which the MPO can perform work.
Each line item includes explanatory text describing the customary work items for the line
item, the rationale for performing the work, how much money we plan to spend on the line
item and the work products that the MPO expects to produce during the upcoming year. The
UPWP also includes a series of tables showing the sources of the funds used, the amount of
federal funds used, the amount of the local match, and total expenditures for each line item
from each funding source.
The public had at least thirty (30) days to review and comment on the UPWP. Staff is
requesting approval of the 2017-2018 UPWP. A copy of the resolution is included in
your packet.

RESOLUTION APPROVING THE FY 2017-2018 PLANNING
High Point
WORK PROGRAM FOR THE HIGH POINT URBANIZED AREA
METROPOLITAN PLANNING ORGANIZATION
Archdale WHEREAS, a comprehensive and continuing transportation planning program
must be carried out cooperatively in order to ensure that funds for transportation
projects are effectively allocated to the High Point Urban Area; and

WHEREAS, the MPO has adopted a 25-year Metropolitan Transportation Plan to
the Year 2040 that is fiscally constrained and meets federal requirements for
metropolitan transportation planning; and

WHEREAS, the City of High Point has been designated as the recipient of Federal
Transit Administration Metropolitan Planning Program (Section 5303) funds; and

WHEREAS, members of the High Point Urban Area Transportation Advisory
Committee agree that the Planning Work Program will effectively advance the

transportation planning process for FY 2017-2018
NOW, THEREFORE, BE IT RESOLVED that the Transportation Advisory
Committee hereby endorses the FY 2017-2018 Planning Work Program for the
Trinity High Point Urban Area.

Presentation of the High Point Pedestrian Plan. (Jennifer Baldwin, Alta Planning and Design)

The City of High Point applied to the NCDOT Division of Bicycle and Pedestrian
Transportation for a grant to develop a pedestrian plan for the City. High Point was
awarded the grant and Alta Planning and Design was selected as the consulting firm to
perform the work.
The planning process for the High Point Pedestrian Plan began in March 2016 and
concluded in March 2017. Throughout the planning process, a steering committee consisting
of local residents, nonprofit leaders, and city staff provided input and recommendations. A
total of 4 steering committee meetings were held throughout the planning process.
The High Point Pedestrian Plan serves as a guiding document and blueprint for
implementation and funding of pedestrian facilities in the city. The High Point Pedestrian
Plan was made possible by joint funding from the City of High Point and the North Carolina
Department of Transportation (NCDOT).

Palm located in Thomasville, NC. While Jericho

because they are a local company and offered a
custom design. The goal is for the shelters in the
region to have a common design element while
reflecting the system’s individual brand and honoring
