(John Hanes) John Hanes reported we have two months of amendments since we didn’t meet in December. AV-5749 Davidson County Airport construction from FY 20 to 19 to replace the current project delivery schedule at the request of the Aviation Division. U-3400 Archdale Road update work description and revision update of termini. U-5864 Surrett Drive the project description has been revised to reflect the current project scope. U- 5864A also Archdale Road this project has been deleted and has been added to U-5864. Under STIP Deletion U-5864B Archdale Road has been deleted at the request of the division office so the project can be reprioritized. B-4626 NC8/NC49 is to replace one bridge and apply deck preservation treatment to another bridge. Motion by: Mike Fox Seconded: Alan Perdue Vote: For: Unanimous Item 3: Consideration of a resolution of support for FY 2020 SPR Funding Request by PART. (Scott Rhine). PART is requesting funds to update their household survey data for the Piedmont Triad Reginal Model (PTRM). SPR funds are Planning and Research Funds and these funds are generally made available for NCDOT Departments as well as the 3 Travel Demand Models custodians of the State. PART services as a custodian for the Triad. There is a Regional Travel Demand Model in the Triangle as well as well as in the Charlotte Area. 3  Motion by: Darrel Frye Seconded: Jim Myers Vote: For: Unanimous Information Items Item 4: Release of 2019-2020 Unified Planning Work Program (UPWP) for public review. (Greg Venable). Greg Venable reported in November we presented to TAC our draft UPWP. At that time, I was basing our funding amounts off what we had available to us in previous years. For several years we never spent all our budget and those were held as unobligated funds. Several other smaller MPO’s had the same situation with a balance of unobligated funds. NCDOT has decided at the request of the Federal Highway Administration they will take those funds back. We had several dollars in it for special studies. We have done several projects like the Archdale Pedestrian Plan. We are in process of doing the Regional Bike Plan that accesses those funds. We have two projects; one with the City of High Point for the stadium area traffic study. Lexington is requesting some funding to do a study for NC8 & I85 area. We can fund those projects; however, they combine all the unobligated funds at the state of Transportation Planning and redistribute those funds to all the MPO’s. This is how we get our PL funds now. Planning Work Program for FY 19/20 based on now is $436,500. We can make a request to NCDOT Planning Branch if we know of a study coming up like the Lexington Study. I have revised our Planning Work Program and will send it out to everyone. This will go out next week for the 30-day public review and comment period. Item 5: Draft 2019-2029 STIP Review. (Greg Venable) Greg Venable reported the draft 2019-2029 STIP supplement includes year-by-year funding tables listing projects that are funded for feasibility study. Planning/design, right of way or construction sometime with the 2017-2027 time frame. Projects not funded within that time frame are generally not included unless some element of activity is underway and ongoing, e.g. right-of-way acquisition. Projects have been grouped by mode, roadway and related projects being listed first, followed by aviation, bicycle/pedestrian, ferry, rail, and transit, in that order. Statewide (non-Division-specific) projects are at the back. The projects in the highway section are ordered by program (e.g. Interstate, then rural, urban, bridge, safety, and congestion mitigation). 4 If history is any guide, budget modifications, project cost increases, delivery schedule reviews and other factors will probably result in some programming changes prior to adoption of a final STIP late next spring. Hopefully any changes will be minor, but no guarantees. This will be out for public review in June 2019. AGENCY REPORTS Item 6: NCDOT Board of Transportation Report. Mike Fox reported we had a great transportation summit earlier this month. We anticipated about 700 people and ended up with over 1000. Conversations about ideas of funding and technology. We are thinking of doing it every other year, but the secretary said since it got such a good response maybe to expect it again next year. We approved the draft of the STI. We are awaiting comments on it and likely approve it in June 2019. Item 7: Division Engineer’s Reports. Division 7 Ed Lewis reported 47725 Traffic Signal at Johnson St and Sandy Ridge Road is 90% complete. EB-5517 the bridge over East Fork Road and Deep River plus sidewalks. We are continuing to work on this project as well. Lexington Av and N. Main St we are working with the City of High Point to get a document complete and should be done today. B-5353 bridge #147 over South Main St on US 29/70 and I-85 Business & U-5896 reconstruct interchange at US 29/ US 70/Business 85 and South Main Street in High Point planning & design are underway. We are coordinating both projects; we are having to buy R-O-W and able to get some advanced acquisition on some of those properties. The rest of the projects in the handout are in the planning & design. The division office will be open of March 4-8, 2019 to take in public comment on the draft STIP. Ed Lewis is the contact person for projects in Guilford County. Division 8 Bryan Kluchar reported all projects in Planning & Design Phase. We have our draft STIP public comment period on March 4, 2019. Division 9 Pat Ivey reported no change since our last report mainly due to the weather. Not very much going on with our projects and will not until the weather moderates and dries out. I had an opportunity to have an email correspondence with the new Senator Eddie Gallimore from Davidson County. He asked about a press release on bridge projects going on and we have 9 roads closed still cleaning up from the hurricane damage. Division 9 will be in the March meeting and as mention the MPO will receive an invitation to the event on Wednesday evening. We are still working on details for the agenda. We had 14 projects moved from the funded to the unfunded category; which I think is highest of any division in the state. We are having our public input session in the week of March 4, 2019 and it will be at the division office. We will also be scheduling individual meetings with each of the planning organizations to talk about current TIP and 5 moving forward with 6.0 session. Fred Haith will be contacting you and the other two divisions. Item 8: Federal Highway Administration. Joe Geigle reported the government shut down has had minimal affect on us. We are open for business as usual. Item 9: NCDOT Transportation Planning Branch Report. Michael Abuya reported they are working with Civil Rights Office reviewing Title 6 document. Item 10: Public Transportation Reports High Point Transit Nothing to report. Davidson County Transportation Richard Jones reported new routes opened January 7, 2019. RCATS Nothing to report. PART Nothing to report. Item 11: Other Business. Greg Venable reported the Ethics Statements are due April 15, 2019. Andrew Edmonds reported the Bike Plan Meeting is on January 23, 2019 from 1 to 2:30. We will start bringing the draft in front of most City Council and commissioners. I think there is 8 meetings for planning on trying to go to get that information out to the public and have it reviewed before it comes back for final approval. (Scott Rhine) Information Summary Attachments Yes No The PART agency is requesting an MTIP/STIP modification for FFY2019 to align federal funding to match more accurately with the existing needs. Specifically, PART receives $500,000 from the FTA Section 5307 program administered by NCDOT. The overall funding level is not changing, but PART is needing to move all funds into operating subsidy for the service provided in the High Point UZA. The previously STIP funded project TG-6173B; Routine capital will be covered by other fund sources, and thus funding is being moved solely for operating assistance for FY2019 to correlate with the FTA grant that is administered by PART. (Greg Venable) Information Summary Attachments Yes No The UPWP is the MPO’s annual budget and work plan. It lists the planning tasks that staff expects to perform and the work products that we expect to produce during the fiscal year. Our fiscal year runs from July 1st through June 30th of next year. The work program consists of three major divisions: surveillance of change, long-range planning, and administration. Each major division includes several line items under which the MPO can perform work. Each line item includes explanatory text describing the customary work items for the line item, the rationale for performing the work, how much money we plan to spend on the line item and the work products that the MPO expects to produce during the upcoming year. The UPWP also includes a series of tables showing the sources of the funds used, the amount of federal funds used, the amount of the local match, and total expenditures for each line item from each funding source. The Draft UPWP was out for a thirty (30) day review and comment period and no comments were received. A copy of the resolution is included in your packet. NCDOT completed the procurement process and RSG is the lead consultant with Planning Communities handling engagement activities. • CommunityViz growth allocation results will be reviewed in Feb then training to follow. Commuter Resources/TDM • Staff continued to work with employers in Winston-Salem to complete enrollment in the Business 40 XPass discount program. There are 18 employers registered offering the benefit. • A lunch and learn was held at Truliant Federal Credit Union along with NCDOT. • Staff met with MWI Animal Health to present on the PARTnership program. The company is located in Brown Summit, a survey will be distributed to employees. • PART received delivery of four new 2019 Dodge Caravans recently which will help with increased demand for the smaller sized vehicles.
