Public Comment Period: No comments. Action Items Item 1: Consideration of the January 25th TAC meeting minutes. Greg Venable made corrections to the last meetings minutes. Martha Wolfe closed the public hearing. Motion by: Seconded: Vote: For: Unanimous Against: None 2 Item 3: Consideration of approval of the HPMPO Self Certification process. Greg Venable reported every year, prior to adoption of the Unified Planning Work Program, the MPO is required to certify its planning process and its compliance with various federal regulations including the Clean Air Act, the Civil Rights Act, the Americans with Disabilities Act, and the federal transportation authorizing legislation. The certification states that the MPO is following all federal requirements and is carrying out its planning process in the appropriate manner. The resolution is a prerequisite for adoption of the UPWP. A copy of the resolution is included in your packet. Motion by: Larry Warlick Seconded: Richard McNabb Vote: For: Unanimous Against: None Item 4: Consideration of approval of the 2022-2023 Unified Planning Work Program (UPWP). Greg Venable reported the UPWP is the MPO’s annual budget and work plan. It lists the planning tasks that staff expects to perform and the work products that we expect to produce during the fiscal year. Our fiscal year runs from July 1st through June 30th of next year Each major division includes several line items under which the MPO can perform work. Each line item includes explanatory text describing the customary work items for the line item, the rationale for performing the work, how much money we plan to spend on the line item and the work products that the MPO expects to produce during the upcoming year. The UPWP also includes a series of tables showing the sources of the funds used, the amount of federal funds used, the amount of the local match, and total expenditures for each line item from each funding source. The Draft UPWP was out for a thirty (30) day review and comment period. A copy of the resolution is included in your packet. Greg Venable reported STIP Modification P-5722 Norfolk Southern, Kimberly Clark in Lexington. Delay construction from FY 23 to FY 24 to allow additional time for planning and design. 3 STIP Additions B-5723, SR 1158 (Jackson Lake Rd), replace bridge 400054 over Richland Creek in High Point. Programmed to reflect latest bridge prioritization. Motion by: Larry Warlick Seconded: Darrell Frye Vote: For: Unanimous Against: None Item 6: Consideration of approval of an amendment to the 2021-2022 UPWP. Andrew Edmonds reported additional transit funding has been allocated to the High Point MPO by NCDOT. The current 2021-2022 UPWP needs to be amended to reflect these additional 5303 transit planning funds. A copy of the amendment UPWP task item table is included in your packet along with a copy of the amendment resolution. Greg Venable reported a special recognition for Mark McDonald for his years of service as City of High Point Director of Transportation and HPMPO TCC Chair. A resolution was presented. STIP Delivery Update Greg Venable reported there is a work group going on for the next TIP. There were five different scenarios about how to fund projects and what to fund. Scenario 2 takes the existing TIP projects from P3, P4, & P5 that were committed as well as anything that 4 would be let before FY 2026. They are going to offer a flexibility option to some of our projects. If we have a project in our area that’s not in the first five years or isn’t committed; we have the flexibility to switch projects around. It will still have to go out for public review. Once the STIP is out then we can start working on our Metropolitan Transportation Improvement Program. Andrew Perkins added the 2.5% will be a reserve in the new STIP in order to make sure we can fund all the projects in terms of going up and going down over the 10-year period. Agency Reports Item 9. NCDOT Board of Transportation Report Andrew Perkins reported we continue to maintain the floor of 2 billion dollars based upon the legislation requirements. We continue to have a very robust fund balance in the overall program of about 1.5 billion dollars. We believe all the projects that are in the current STIP after we have done our review and reestimating some of those projects; all of them in there will in fact be fully funded through completion. We have one more meeting to review all of the final data that has been put together by the work group and the MPOs and RPOs throughout the state. Item 10. NCDOT Division Reports Division 7 Stephen Robinson reported the Jamestown Greenway has pushed out the completion date to for a couple of months and expect it to be completed April of this year. Division 8 Bryan Kluchar reported applications are open for bicycle and pedestrian planning grants. A link has been provided in the chat of this meeting. You can also register for a webinar held on April 5th in additions to a complete streets training session link will also be added to the chat of this meeting. Division 9 Pat Ivey reported project R-5737 which is the new interchange on US 29/70 at Davidson-Davie Community College construction has begun and we have US 29/70 narrowed down to one lane in each direction. Motorist can expect that for the next several years as we begin construction in earnest. This fall we will be moving both directions of traffic into one direction as we begin construction on the new bridges that will go over the interchange. Project 47796 which is the addition turn lane on the I-85 south bound ramp at Hwy 109 we anticipate this project will begin construction next month. We are adding another turn lane at the bottom of the ramp to help reduce some of the congestion that we are experiencing there. 5 Item 11. Federal Highway Administration Report. Suzette Morales reported federal highways will be returning to the office on April 25th. In November the Bipartisan Infrastructure Bill was passed it is also known as IIJA to some. We will have funding for programs and new fundings as well. Some of these will be formula funds, some of them will be discretionary. It is important look out for those discretionary ones as they come up. One will be the electric charging stations, which have the option of both discretionary and in formula take advantage of this program as they come up. One area you can take advantage of is the portion where they will fund off system bridges that are owned by municipalities. There is an option to have those bridges funded at a 100%. Item 12. NCDOT Transportation Planning Branch Report. Michael Abuya had no updates. Item 13. NCDOT Integrated Mobility Division. Alex Rotenberry was not present. Greg Venable made an introduction of Alex Rotenberry to TAC members. Item 14. Public Transportation Reports High Point Transit Andrew Edmonds reported the Triad just finalized a technology RFP that will allow users to track their buses between systems. We have four upcoming applications coming for the bus and bus facility grant that we will be requesting a letter of support for the four applications. Davidson County Transportation Richard Jones had no updates. RCATS Tawanna Williams reported everything is looking good in Randolph County. We are looking at moving forward with some wonderful new projects with great possibilities. Our numbers are starting to ramp back up. PART Scott Rhine reported the household survey related to our travel demand model; I reported last month that was going in front of the City of Greensboro for contract award, but it has 6 been delayed and will be on the agenda in City of Greensboro in April. This is a little behind, but hope to get it kicked off, because it’s a very important piece for data input for the validity of the model. Our overall work program and budget for our Piedmont Triad Reginal Model that has gone through the technical committee and is included in the UPWP that you have already approved. Our executive committee will be meeting the first of April and will be tied into up coming budgets. We have some route planning activities underway. Route 10 in Randolph County; we are going through some planning process now and we have some follow up with local community leaders for some public outreach and input. The new STIP will be released as an Excel format to improve the ease of organization and searchability. As you all are aware, the schedule for prioritization has gone through several changes. In Summer 2021, the SPOT workgroup made a recommendation to the NCDOT Board that they halt the P6.0 process. The attached presentation from the April 2022 Board of Transportation outlines the next steps for the P7.0 process.
