Meeting Minutes
November 14, 2023
CALL TO ORDER
Martha Wolfe called the meeting to order at 10:00 AM on November 14, 2023, in the
classroom of the High Point Museum.

Martha Wolfe read the Ethics Statement. No one reported any conflicts of interest.
PUBLIC COMMENT PERIOD
Martha Wolfe opened the floor for public comment. There were no comments. Martha
Wolfe closed the public comment period.
CONSENT AGENDA ITEMS
Item 1: Consideration for approval of the September 2023 TAC Minutes
Item 2: Consideration for approval of amendments to the 2024-2033 MTIP
Martha Wolfe presented the consent agenda and opened the floor for a motion to
approve.
Jim Myers made a motion to approve the consent agenda.
Doug Hunt seconded the motion.
The motion passed unanimously.

ACTION ITEMS
Item 3: Consideration for approval of the 2024 TAC meeting calendar
Gwen Ford presented the TAC meeting dates for 2024 as shown on the calendar included
in the agenda packet.
Darrell Frye made a motion to approve the calendar.
Doug Hunt seconded the motion.
The motion passed unanimously.
Item 4: Consideration for approval of the 2024 Safety Performance Targets
established by NCDOT
Andrew Edmonds presented an overview of the safety performance measures and targets,
as included in the meeting agenda packet.
Jay Wagner made a motion to adopt the safety performance targets.
Karen Watford seconded the motion.
The motion passed unanimously.
Item 5: Consideration for approval of FY 22 & 23 CRP Project Selection
Andrew Edmonds reported that the City of Archdale submitted a project for sidewalk and
ADA accommodations along SR-1009 (N. Main Street), as included in the agenda
packet.
Doug Hunt made a motion to approve the CRP project selection.
Darrell Frye seconded the motion.
The motion passed unanimously.
Item 6: Consideration for approval of the 2023 High Point MPO MOU
Andrew Edmonds reported on the status of MOU approvals by MPO member
jurisdictions.
Jim Myers made a motion to approve the MOU.
Ruchard McNabb seconded the motion.
The motion passed unanimously.
INFORMATION ITEMS
Item 7: DRAFT 2024-2025 Unified Planning Work Program (UPWP)
Andrew Edmonds reported that the MPO’s annual budget needs to be modified because
the MPO is losing $100,000 in federal assistance due to several factors.

Item 8. NCDOT Board of Transportation Report
Lisa Mathis reported on staff updates, the conclusion of DBE outreach meetings, the
landing of BETA Technologies electric airplane (ALIA) at the Raleigh Executive Jetport

in Sanford where a new charging station will be constructed, and AASHTO recognized
NCDOT’s flood warning system as a “Top 12” finalist in the 2023 America’s
Transportation Awards competition.

Division 7
Wright Archer presented division project updates, as included in the meeting
agenda packet.
Division 8
Bryan Kluchar presented division project updates, as included in the meeting
agenda packet.
Division 9
Fred Haith presented division project updates, as included in the meeting agenda
packet.
Item 10. NCDOT Transportation Planning Division
Michael Abuya reported that he had no new updates to present.
Item 11. NCDOT Integrated Mobility Division
No representative was present to make a report, but a report was included in the meeting
agenda packet.
Item 12. Federal Highway Administration
Suzette Morales highlighted updates in the report submitted in the meeting agenda
packet.
Item 13. Public Transportation Reports
High Point Transit System
Greg Venable reported that the major routes have returned to full service, and
HPTS will be working toward expanded service.
Davidson County Transportation
Richard Jones highlighted updates in the report submitted in the meeting agenda
packet.
RCATS
No representative was present to make a report.
PART
Scott Rhine reported that the van pool ridership is growing again after Covid.
Other updates are included in the report submitted in the meeting agenda packet.

Item 14. High Point MPO Director
Andrew Edmonds reported that the MPO has two open positions, described the growth
allocation exercise with TCC members to provide scenario ideas for CommunityViz, and
invited all to attend the NCAMPO quarterly meeting which will be held at the High Point
City Lake Park events center.
ADJOURNMENT
Doug Hunt made a motion to adjourn the meeting. Jay Wagner seconded the motion. The
meeting adjourned at 10:52 AM.
