Regular Council Meeting
December 13, 2022
Call to Order: Mayor Rathbone called the meeting to order at 6:30 p.m. Jimmy Laws, Bo Rhyne, PJ Rathbone, Dennis
Cash, and Denese Cook were in attendance. Kathy Rhyne and Bobby Vassey were absent.
• Invocation
• Pledge of Allegiance
• Approval of Agenda: Mr. Cash made a motion to add Sullens’ Diesel to agenda. Seconded by Jimmy Laws. All
agreed.
• Motion to approve amended agenda made by Jimmy Laws, seconded by Bo Rhyne. All agreed.
• Approval of Minutes: Motion to approve minutes made by Denese Cook, seconded by Bo Rhyne, all agreed.
Citizens’ comments/concerns: The City of High Shoals Council offers citizens the opportunity for Public Expression issues
per NCGS 160A-81.1 (limited to 3-5 minutes per speaker).
Good of the Order: This is a time set aside for members to offer comments or observations (without formal motion)
about the organization and its work. The good of the order is also the time to offer resolution to bring disciplinary
charges against a member for the offenses committed outside a meeting.

➢ Old Business:
o Discussion/Action: Plumbing Lawsuit
▪ Motion to allow up to $5,000 for the plumbing lawsuit was made by Dennis Cash, seconded by
Jimmy Laws. All in favor.
➢ New Business:
Discussion/Action: CDBG Neighborhood Revitalization
• No action required.
Discussion/Action: Security Cameras at City Hall
• Security cameras and the entire system need to be replaced. Dennis Cash made a motion to accept the work to
be done by P.R.E. Security for $5,385.89, seconded by Bo Rhyne. All in favor.
Discussion/Action: Repairing/replacing snowplow parts
• Motion made to approve parts for snowplow made by Dennis Cash, seconded by Denese Cook, all in favor.
Discussion/Action: Side scrap for tractor
• Motion to approve a side scrap up to $600 by Denese Cook, seconded by Jimmy Laws, all in favor.
Discussion/Action: Barricades for streets
• Motion to approve barricades made by Dennis Cash, seconded by Bo Rhyne, all in favor.
Discussion/Action: Dump Truck (rewiring/painting)
• Discussion of problems with the truck and it is currently being worked on.
Discussion/Action: Water Plant 20 tons gravel (approximately $580.00)
• Motion made by Jimmy Laws for gravel, seconded by Dennis Cash, all in favor.
Discussion/Action: Budget Amendments for Fiscal Year 2020/2021
• Motion made by Denese Cook, seconded by Bo Rhyne to amend the Budget for Fiscal Year 2021/2022, all in
favor.
Discussion/Action: Sullens’ Diesel
• Kingpins need replaced. Will wait until after holidays to put into the shop so we do not miss our trash route.
Motion to approve made by Mrs. Cook, seconded by Jimmy Laws, all in favor.
Motion to Adjourn: Motion to adjourn made by Denese Cook, seconded by Jimmy Laws.
