Box 6, High Shoals, N.C. 28077 CLERK PJ Rathbone Tel: (704) 735-1651 - Fax: (704) 735-5595 Brandi Strange City of High Shoals Regular Council Meeting April 11, 2023 • Call to Order o In attendance for the monthly meeting are the following: Jimmy Laws, Kathy Rhyne, Bobby Vassey, Bo Rhyne, Denese Cook, Dennis Cash, and Mayor PJ Rathbone. o PJ Rathbone called the meeting to order at 6:30 p.m. • Invocation • Pledge of Allegiance • Approval of Agenda o Under old business for CDBG Resolutions, we need to add as a Public Hearing. Motion to add made by Dennis Cash, seconded by Denese Cook. All in favor. o Motion to approve agenda made by Denese Cook, seconded by Bo Rhyne. All in favor. • Approval of Minutes o March 14, 2023, motion to approve made by Mr. Laws, seconded by Mr. Vassey, all in favor. Citizens’ comments/concerns: The City of High Shoals Council offers citizens the opportunity for Public Expression issues per NCGS 160A-81.1 (limited to 3-5 minutes per speaker). *No speakers signed up* Good of the Order: This is a time set aside for members to offer comments or observations (without formal motion) about the organization and its work. The good of the order is also the time to offer resolution to bring disciplinary charges against a member for the offenses committed outside a meeting. Jimmy would like to have a page passed to Mr. Rhyne showing where an employee clocked out at 4:02. A lady came to the fire station at 3 p.m. because no one was at City Hall. ➢ Departmental Reports: • Police Report-Gaston County ▪ Randy Ghorley targeted a known person. ▪ Tools stolen, two overdoses-non-fatal. ▪ Warrant for arrest for contempt of court/perjury Johnny Day ▪ Warrant for arrest for larceny James Martin ▪ Failure to appear: James Jones & April Norris ▪ 56 calls for service in March ▪ 99 officer initiated calls • Financial-Dennis Cash ▪ Checking: $475,286.32  ▪ Savings (Powell): $11,100.54 ▪ Savings: $160,236.45 ▪ Capital Mgmt: $ 44,893.47 • Total: $691,516.78 • Cemetery-Denese Cook ▪ The cemetery has had ant killer put out. • Water/Sewer-Bo Rhyne ▪ All leaks are fixed except for Church St. Tim is coming to look at it coming into the road. ▪ Water/Sewer tap on Church Street. • Streets/Maintenance/Sanitation-Kathy Rhyne ▪ The guys have written out the entire trash route and which direction they will be. Hopefully, if an all call is needed, we can save on location if we know where they are. Paperwork is ready to put on trash cans for us to collect cans. ▪ Streets & Maintenance—dug up the dead bushes around City Hall. We have on the schedule by the 21st to get mulch, fertilizer, weeds and sprinkler system. Have asked a few companies to come in & give quotes for references on the sprinkler system. • Parks/Recreation-Bobby Vassey ▪ Yard of the Month: • 600 Old Hardin Road • Gerson Herrera • New Heights Baptist Church wants to go in with the City 10-2 on June 10th. • Vehicles-Jimmy Laws ▪ HS1 is good ▪ HS2 needs new tires in the front ▪ HS3 blew a tire pulling into Cherry Street, had to call Sawyers to tow to Old 321 & put two tires on it, will be around $260-$270. ▪ HS4 is running fine; however, the windshield wiper motor has gone out, though we can’t find a replacement. A place in Lincolnton (M&M Truck Center), assembled as an International Truck, M&M has a few old ones that we could try to take off & replace for $50. Inspections are coming up in May, so it must be fixed. • Administration/Mayor Report-PJ Rathbone ▪ The construction in town is a pain in the side for a lot of residents. Pouring concrete, and cure time. I apologize for the inconvenience. 205 N Lincoln have blocked it out. Was torn apart this morning. They start around 7:30 a.m. & pour around 8 a.m. The front yard is mud. The homeowner has gotten 0 notice. The mayor has spoken with the engineer because we have gotten no notice. This process has not worked as smoothly as we would have liked. They removed the stone up to the front porch and a stump. A huge pile of rocks are lying in the yard. ▪ The mayor said when they began the work, video was taken so things will be put back the way it was when the project began. ▪ The concrete, where the boards are set up, there is a gap.  ▪ PJ said he would be having a conversation with Two-Brothers about their subcontractors. • Budget Workshop ▪ Monday 24th April and Monday May 8th ➢ Old Business: ▪ PUBLIC HEARING ▪ Motion to go into public hearing made by Kathy Rhyne, seconded by Denese Cook. All in favor. River Street is the next phase. Moving up to the bridge. Depending on the cost, depends on if we can go across the bridge. ▪ Motion by Denese Cook to move out of public hearing. Seconded by Jimmy Laws, all in favor. o CDBG Resolutions • Motion to approve the Fair Housing Resolution and the application for the CDBG-I application made by Kathy Rhyne, seconded by Jimmy Laws. All in favor. ➢ New Business: o Budget Amendment *Configuration issue which changed the line of ARPA funds to Ad Valorem (Prior)* ▪ Motion to adopt the budget amendment made by Jimmy Laws, seconded by Bobby Vassey.
