Page i of 2 City of High Shoals Regular Council Meeting October 8, 2024 • Call to Order o Meeting called to order by Mayor Rathbone at 6:30 pm. In attendance are the following council: Tim Eidson, Bobby Vassey, Denese Cook, Dennis Cash. Absent were Kathy Rhyne and Bo Rhyne. • Invocation • Pledge of Allegiance • Approval of Agenda o Motion to approve made by Denese Cook, seconded by Bobby Vassey. All in favor. • Approval of Minutes o Motion to approve made by Denese Cook, seconded by Bobby Vassey. All in favor. Citizens’ comments/concerns: The City of High Shoals Council offers citizens the opportunity for Public Expression issues per NCGS 160A-81.1 (limited to 3-5 minutes per speaker). Good of the Order: This is a time set aside for members to offer comments or observations (without formal motion) about the organization and its work. The good of the order is also the time to offer resolution to bring disciplinary charges against a member for the offenses committed outside a meeting. ➢ Departmental Reports: ➢ Police Report-Gaston County o Matt Johnson, Assistant Chief of Gaston County. o Several calls for special checks have gone up, check locations o Two vehicle accidents o Officer initiated at 49, special checks, drug violations, radar assignments o Non-emergency calls—animal remains(found body) ➢ Financial-Dennis Cash o CHECKING $589,542.40 o CHECKING 2 $ 11,117.54 o SAVINGS $160,959.86 o CAP MGMT $ 48,580.33 TOTAL: $810,200.13 ➢ Cemetery-Denese Cook o The cemetery looks horrible. But the cemetery is scheduled to be cut tomorrow. ➢ Water/Sewer-Bo Rhyne o Good news, we didn’t have any issues with the sewer with the influx of water from the hurricane. o Leak on North Street and a meter on North Street that was ran over and it is leaking o Today, we lost water for the entire city. The development was doing a tie-in and they cracked the 12’’ main. Luckily, they were able to fix it. Our guys turned the water off to the city and opened the hydrants at Dean’s, Cherry, and Old Hardin to bleed the lines out so it wouldn’t hammer. The two guys were able to stop the sanitation route and get the water flowing after repairs were made. They did well today. ➢ Streets/Maintenance/Sanitation-Kathy Rhyne Page 1 of 2 Page ii of 2 o Sanitation route was finished today. We hauled a lot of debris and brush from the storm. The sanitation route was heavier today than most weeks. Storm response and clean up went well. The landfill tickets and overtime occurrence will/can be reimbursed through FEMA funds. ➢ Parks/Recreation-Bobby Vassey o Yard of the Month:– 229 School Street ▪ Cinthia Pamela o Movies in the Park at 6p.m. on October 19, 2024 ➢ Vehicles- Tim Eidson o Big trash truck, the transmission burned up in it, between $16,000-$17,000 fixed and rear main fixed. o The small trash truck is up and running o Put the HS1 on GovDeals o We’ll get Jeff to fix the lights on the Dump Truck ➢ Administration/Mayor Report-PJ Rathbone o If you haven’t had a chance to donate to Western Carolina, please do so. The Church and the Fire Department are accepting donations.
