ROLL CALL CITY COMMISSION: Mayor Andrew Miller – Present Vice Mayor Wayne Bloodsworth – Present Commissioner Katherine Weitz - Present Commissioner Tristan Grunder – Present Commissioner Chad Howell – Present STAFF PRESENT: Angela Stone, City Clerk Danielle Adams, City Attorney Alan Alligood, Building Official Ashley Mauldin, Executive Assistant Jason Taylor, Lieutenant Joseph Peters, Fire Chief Kevin Mangan, PIO Kristyn Adkins, Planning Technician INVOCATION AND PLEDGE OF ALLEGIANCE Invocation by Mayor Miller. Pledge of Allegiance APPROVAL OF AGENDA: Commissioner Howell motions to approve the amended agenda as presented. Commissioner Weitz seconded. Motion carried 5-0. APPROVAL OF CONSENT AGENDA: 1. MINUTES OF THE MARCH 26, 2026 COMMISSION MEETING. COMMISSION AGENDA APRIL 9, 2026 PAGE 2 of 4 Commissioner Howell motioned to approve the consent agenda for March 26th. Vice Mayor Bloodworth seconded. Motion carried 5-0. (E) SPECIAL PRESENTATIONS NONE (F) UNFINISHED BUSINESS 1. DISCUSS, CONSIDER AND ACT ON ORDINANCE 2026-01, AN ORDINANCE OF THE CITY OF HIGH SPRINGS, FLORIDA PROVIDING FOR A PROCEDURE FOR THE REVIEW AND APPROVAL OF CERTIFIED RECOVERY RESIDENCES CONSISTENT WITH FLORIDA SENATE BILL 954 (2025) AND FEDERAL FAIR HOUSING LAWS; ESTABLISHING APPENDIX B, ARTICLE XI, PART 11.19.00 OF THE LAND DEVELOPMENT CODE PROVIDING AND ADMINISTRATIVE PROCEDURE FOR REVIEW AND APPROVAL OF CERTIFIED RECOVERY RESIDENCES:REPEALING ALL ORDINANCES IN CONFLICT; AND PROVIDING AN EFFECTIVE DATE. Attorney Adams reads Ordinance 2026-01. Commissioner Weitz motioned to approve Ordinance 2026-01. Commissioner Howell seconded the motion. Roll Call: Mayor Miller – Yes Vice Mayor Bloodsworth – Yes Commissioner Grunder - Yes Commissioner Howell - Yes Commissioner Weitz - Yes The Commission, Attorney Adams, and Planning Technician Adkins have further discussions. Commissioner Grunder makes a motion for Attorney Adams to get quotes for a Planner and place them on the agenda for the next meeting. Commissioner Weitz seconded. Passes 5-0 (G) CITIZEN REQUESTS AND COMMENTS – FOR ISSUES NOT ON AGENDA (PLEASE STATE NAME FOR THE RECORD – LIMIT COMMENTS TO 5 MINUTES) COMMISSION AGENDA APRIL 9, 2026 PAGE 3 of 4 Sue Weller discusses FY23-FY24 audit emails. John Molay discusses CRA audit reporting. Asks for the current status on the CRA reporting, who is responsible for bringing it into compliance, and what is the timeline to fix it. Requesting the answers be made publicly tonight or at the next meeting. David Linch begs the Commission not to pave over the concrete streets. High Springs Brewing is using the High Springs name to promote a product that kills 7,000 people each day. COMMISSIONER RESPONSE: Commissioner Grunder requests City Clerk Stone to add answers to the questions regarding CRA and Priest Theatre funding on the agenda for the next meeting. Vice Mayor Bloodsworth discusses speaking with the auditor who stated the audit would be completed by the end of this month. (H) NEW BUSINESS 1. DISCUSS POSSIBLE MODIFICATION TO HIGH SPRINGS CODE OF ORDINANCES CHAPTER 62, SECTION 38 – COLLECTION OF SERVICE CHARGES AS IT APPLIES TO SOLID WASTE SERVICES. Commissioner Weitz discusses changing the Ordinance due to residents having difficulties complying with points for trash. Asking to modify the ordinance to just give a path by which somebody could apply for an exemption based on certain set of criteria like if the pick-up point is a quarter of a mile from their house. Or if the road that the people live on isn’t navigable by the trash trucks. Attorney Adams discusses the Commission providing guidance to bring something back on what they think the criteria should be. Also to get wastepro’s perspective whether this would be on other customers to pay or if the city would eat it. Mayor Miller if the city would have to incur the cost it should stay the way it is. Further discussions between the Commission. Commissioner Weitz makes a motion to ask City Manager Marshall to ask Dayna what the impact would be. Kathy Griner spoke with the Commission about living a mile down the road and the truck not being able to make it down the road. Neither her nor her husband can get the can down the road. Spoke with Dayna about finding a permanent location for the can but it wasn’t being picked up. COMMISSION AGENDA APRIL 9, 2026 PAGE 4 of 4 Vice Mayor Bloodsworth I thought this was already handled. I will contact Dayna myself and I will take care of this because she and I talked about this and I assumed that this was done. The Commission and Kathy Griner have further discussions on the conditions of the road and access. No second to Commissioner Weitz motion. CITY ATTORNEY REPORT/UPDATE: None CITY MANAGER REPORT/UPDATE: Alan Alligood discusses Agenda Items for the Joint Meeting. STAFF UPDATE: COMMISSIONERS: Commissioner Weitz discusses the Mayor’s Youth Council Meeting. VICE MAYOR: Vice Mayor Bloodsworth discusses a grant that the Fire Department received. MAYOR: Mayor Miller, the employee of the week is Kiley White in the tag office. MOTION TO ADJOURN. Mayor Miller at 7:04 PM.
