Pledge of Allegiance. ROLL CALL CRA BOARD: CRA Chair Tristan Grunder – Present CRA Vice Chair Chad Howell – Absent CRA Board Member Andrew Miller – Present CRA Board Member Katherine Weitz – Present CRA Board Member Wayne Bloodsworth- Present STAFF PRESENT: Angela Stone, City Clerk Jeremy Marshall, City Manager Kiersten Ballou, Attorney Ashley Mauldin, Executive Assistant Kevin Mangan, PIO Amy Bohannon, CRA Antoine Sheppard, Police Chief Joseph Peters, Fire Chief APPROVAL OF AGENDA Member Miller motioned to approve the agenda. Member Weitz Seconded Motion passes 4-0 APPROVAL OF MINUTES FOR DECEMBER 11, 2025, CRA MEETING CRA MINUTES MARCH 26, 2026 Page 2 of 3 Member Miller motioned to approve the minutes from December 11, 2025. Member Bloodsworth seconded. Motion Passes 4-0 NEW BUSINESS 1. PRESENT PROJECT INCENTIVE GRANT PROGRAM FOR REVIEW AND APPROVAL. CRA Bohannon presents the grant program to the Board. The Board has discussions with CRA Bohannon. Member Weitz asks Attorney Ballou about using CRA funds for a portion of the Rails to Trails property located in the CRA district. Attorney Ballou It would depend on how specific we can be regarding those dollars for use in that area, that would be very dependent on the agreement that we can strike so we would only be able to use the money on that 0.3. We have to make sure that the fund from the CRA would be used in that 0.3 miles. If we could guarantee that would happen then we could, but I’m not sure we can guarantee that would happen so that would be what it would hinge on. Discussion on the CRA Expansion. Member Bloodsworth asks if the scoring on the Grant Application Form could be changed to a 50/50 ratio. CRA Bohannon it is however the board feels to move forward. If you want it to where they have to do an equal match, we could do that too but that wouldn’t work for the incubator idea or things like that unless they had that actual match. Member Miller discusses why the 3:1 match is better. Discussion on allowable uses with CRA funds. Member Miller motions to approve the grant program. Member Weitz seconded the motion with the proviso that we maybe massage the scoring a little bit. CRA MINUTES MARCH 26, 2026 Page 3 of 3 The board is in agreement on changing the scoring matrix table. Motion passes 4-0. 2. PRESENT THE CRA ANNUAL REPORT FOR FY 2025. CRA Bohannon provides a presentation to the Board. The Board has discussions with CRA Bohannon. Member Miller would like to add the position of director of the CRA to the next CRA agenda to discuss. Member Weitz shares concerns about CRA Bohannon being alone and no one having her back. Asks City Manager Marshall if there is someone to help support CRA Bohannon. CHAIR REPORT None. STAFF REPORT CRA Bohannon discusses training for the Board or a consultant. ANNOUNCEMENTS None.
