ROLL CALL PLAN BOARD: Chair Tim Bolliger – Present Vice Chair Rick Testa - Absent Member Bradley Riddle – Present Member Julie Tapia-Ruano – Absent Member Zachary Walter – Present STAFF PRESENT: Kiersten Ballou, City Attorney Kristyn Adkins, Planning Technician Motion Member Riddle to approve the December 15, 2025 meeting minutes. Seconded by Member Walter. Motion passed 3-0. The City Attorney swore in all those who would speak on item #1 and #2 on the agenda. She asked whether the board had any ex parte communications. Member Riddle stated he made a site visit. NEW BUSINESS: 1. Z26-000003 – CERTIFICATE OF APPROPRIATENESS – REROOF & PAINT (ELLIS) City staff presented the details of the project. Motion Member Riddle to approve. Seconded by Member Walter. Motion passed 3-0. Page 2 of 2 2. Z26-000004 – CERTIFICATE OF APPROPRIATENESS – FAÇADE RENOVATIONS (JOYNER) City staff presented the details of the project. Chair Bolliger stated he liked the arched windows. Motion Member Walter to approve. Seconded by Member Riddle. Motion passed 3-0. 3. DISCUSSION REGARDING ARCHITECTURE ISSUE WITH THE PEDIATRICS CLINIC EXPANSION PROJECT City staff presented the details of the issue. Chair Bolliger spoke of there being two wrongs – both the City and the Contractor. The board spoke of the hallway between the buildings. Mr. Mohsen Hatami with Inception Engineering spoke regarding the option of raising the building. Mr. Ramin Ahmad gave a background on the practice and his plans for the future. Chair Bolliger spoke of the process. The board discussed the option of amending the site plan. The board discussed discrepancy between plan sets regarding dumpster location. In the end, the general concensus between the board and owner would be that they apply for a certificate of appropriateness to raise the main building to fix the code issue regarding height. Citizen Sue Weller spoke on the item. She spoke of avoiding the same mistakes in the future via administrative processes, and regarding the color of the building. Motion Member Walter to adjourn. Seconded by Member Riddle. Motion passed 3-0. Adjourned at 7:25.
