RESOLVED, By the City Council of the City of Bradford, according to a written request from the City Treasurer,
dated April 16th, 2026, with attached documentation from the County Assessment Office, the proper officers
hereby exonerate the City Treasurer from collecting $6,253.03 of City Property Taxes, at result of a granted
exemption status.
APPROVE PAYMENT TO TWIN TIERS OVERHEAD DOOR, INC.: FIRE

RESOLVED, By the City Council of the City of Bradford, that the proper officers hereby grant permission to
advertise for bids for the 2026 Resurfacing Project for up to City Streets.
APPROVE GRANT IN THE AMOUNT OF $56,725.00 TO KIM VINELLI FOR THE REHABILITATION

RESOLVED, By the City Council of the City of Bradford, that
WHEREAS, the City of Bradford has made housing rehabilitation funds and emergency home repair grant funds
available to City residents through its 2023 HOME Program and PHARE Program and,
WHEREAS, the OECD housing rehabilitation staff recommends that HOME funding in the amount of $43,725.00
in the form of a housing rehabilitation grant and PHARE funding in the amount of $13,000.00 in the form of an
emergency repair grant to assist Kim Vinelli with the rehabilitation of 17 Merrow Avenue; and,
WHEREAS, upon City Council approval, Kim Vinelli will enter into a contract with Dream Builders Plus, LLC in
the amount of $56,725.00 for the rehabilitative work.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Bradford hereby authorizes the
proper officers of the City of Bradford to enter into a Rehabilitation Grant Agreement and PHARE Emergency
Home Repair Grant Agreement with Kim Vinelli and further authorizes the OECD to make payments not to
exceed $56,725.00 to Dream Builders Plus, LLC upon inspection and approval of the rehabilitation work by the
OECD housing rehabilitation staff and the homeowner.

1. Discussion of Redevelopment Process
PUBLIC PORTION
Individuals wishing to address the Council shall be recognized by the presiding officer and shall give their
name, address, and the group, if any, they represent. Although the Council encourages public participation,
it reserves the right, through its presiding officer, to terminate remarks to and/or by any individual not in
keeping with the conduct of a proper and efficient meeting. If any individual refuses to conduct themselves
in a proper manner, they will be removed from the meeting. The Council will not, during the public portion
of this meeting, discuss matters involving employment, appointment, termination of employment,
negotiations, terms and conditions of employment, evaluation of the performance of, promotion or
discipline of any specific or prospective or current employee. There is a three-minute time limit for your
comments. Council may limit repetitive comments and may limit the time or number of questions or
comments from any one citizen to ensure an orderly meeting and allow adequate time for members of the
public to be heard.
