Municipal Building, 151 Navesink Ave., Highlands, NJ
November 14, 2024
Chair Knox called the meeting to order at 7:00pm and asked all to stand for the Pledge of
Allegiance. He then read the Public Meeting Statement.
ROLL CALL:
Present: Mayor Broullon, Chief Burton – arrived at 7:11pm, Mr. Kutosh, Ms. LaRussa, Mr.
Montecalvo, Councilmember Olszewski, Mr. Zill, Vice Chair Tierney, Chair Knox, Mr. Cramer,
Mr. Cody, Ms. Vickery
Absent: Ms. Chang
Also Present: Board Attorney Austin Mueller, Esq., and Board Secretary Nancy Tran

ACTION ON OTHER BUSINESS:
O-24-19 Amend Minor Subdivision Checklist
Mayor Broullon explained reason for the updated subdivision checklist.
Motion that Ordinance is not inconsistent with Master Plan: Chair Knox
Seconded: Vice Chair Tierney
Ayes: Mayor Broullon, Mr. Kutosh, Ms. LaRussa, Mr. Montecalvo, Councilmember Olszewski, Mr.
Zill, Mr. Cramer, Vice Chair Tierney, Chair Knox
Nays: None
Abstain: None
Absent: Chief Burton, Ms. Chang
LUB2022-01: Arjika – 289 Bay Ave., B81 L12 – Extension Request
Mayor Broullon relayed applicant’s need for extension due to incorporate floodproofing to
comply with new DEP regulations. Mr. Mueller stated that it was a 1-year extension.
Motion to approve extension: Mr. Kutosh
Seconded: Ms. LaRussa
Ayes: Mayor Broullon, Mr. Kutosh, Ms. LaRussa, Mr. Montecalvo, Councilmember Olszewski, Mr.
Zill, Mr. Cramer, Vice Chair Tierney, Chair Knox
Nays: None
Abstain: None
Absent: Chief Burton, Ms. Chang
Master Plan Planning
Chair Knox reminded members to sign up for the section of the Master Plan that they want to
take the lead on. Mayor Broullon suggested that left over sections be assigned by the end of
the year.
Chief Burton arrived at 7:11pm.
Discussion ensued regarding the planning process and survey questions and implementation.
ADJOURNMENT
Offered by Chair Knox and seconded by Mayor Broullon. All in favor. None Opposed. Meeting
adjourned at 7:15pm.

on the public bulletin board. Formal Action will be taken.

ADJOURNMENT
Board Policy: • All meetings shall adjourn no later than 10:00 P.M. unless a majority of the quorum
present at said hour vote to continue the meeting to a later hour. • No new hearing shall commence after
9:15 P.M. unless the Chairperson shall rule otherwise. • The Chair may limit repetitive comments or
irrelevant testimony and may limit the time or number of questions or comments from any one citizen to
ensure an orderly meeting and allow adequate time for members of the public to be heard.
