Adjournment Page | 3  HIGHSPIRE BOROUGH COUNCIL RESOLUTION NO. 17 – 2025 A RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA, AUTHORIZING THE SUBMISSION OF A PROPOSAL FOR FUNDS IN THE AMOUNT OF $125,000.00 WITH THE U.S. DEPARTMENT OF JUSTICE OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS). WHEREAS, the Borough Council of the Borough of Highspire desires to obtain funds from the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) in the amount of $125,000.00 For the hiring of an entry-level police officer; and WHEREAS, the Borough of Highspire desires to apply to the U.S. Department of Justice Office of Community Oriented Policing Services (COPS); and WHEREAS, the amount of the grant requested will be $125,000.00 With a 50% match requirement for a three-year grant period; and WHEREAS, the Borough of Highspire will be responsible to reimburse the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) for the state and local government’s share of any expenditures found by the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) to be ineligible; NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Highspire, Dauphin County, Pennsylvania, that: The Borough of Highspie hereby requests a COPS grant of $125,000.00 From the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) for the funding for hiring an entry-level police officer; and BE IT FURTHER RESOLVED that the Applicant does hereby designate Council President Michael J. Anderson and Borough Manager Mark L. Stonbraker as the officials to execute all documents and agreements between the Borough of Highspire and the U.S. Department of Justice Office of Community Oriented Policing Services (COPS) and assist in obtaining the requested grant. Stonbraker, Borough Secretary  HIGHSPIRE BOROUGH COUNCIL RESOLUTION NO. 18 – 2025 A RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA, ADOPTING THE 2025 DAUPHIN COUNTY HAZARD MITIGATION PLAN WHEREAS, the Borough of Highspire, Dauphin County, Pennsylvania, is most vulnerable to natural and human-made hazards, which may result in loss of life and property, economic hardship, and threats to public health and safety, and WHEREAS, Section 322 of the Disaster Mitigation Act of 2000 (DMA 2000) requires state and local governments to develop and submit for approval to the President a mitigation plan that outlines processes for identifying their respective natural hazards, risks, and vulnerabilities, and WHEREAS, the Borough of Highspire acknowledges the requirement of Section 322 of DMA 2000 to have an approved Hazard Mitigation Plan as a prerequisite to receiving post-disaster Hazard Mitigation Grant Program funds, and WHEREAS, the Dauphin County Hazard Mitigation Plan has been developed by the Dauphin County Department of Public Safety in cooperation with other county departments, and officials and citizens of the Borough of Highspire, and WHEREAS, a public involvement process consistent with the requirements of DMA 2000 was conducted to develop the Dauphin County Hazard Mitigation Plan, and WHEREAS, the Dauphin County Hazard Mitigation Plan recommends mitigation activities that will reduce losses to life and property affected by both natural and human-made hazards that face the county and its municipal governments. NOW THEREFORE BE IT RESOLVED by the governing body for the Borough of Highspire: • The 2025 Dauphin County Hazard Mitigation Plan is hereby adopted as the official Hazard Mitigation Plan of the Borough of Highspire, and • The respective officials and agencies identified in the implementation strategy of the 2025 Dauphin County Hazard Mitigation Plan are hereby directed to execute the recommended activities assigned to them. Anderson, Council President  BOROUGH OF HIGHSPIRE DAUPHIN COUNTY, PENNSYLVANIA ORDINANCE NO. 660 of 2025 AN ORDINANCE OF THE BOROUGH COUNCIL OF THE BOROUGH OF HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA, AMENDING CHAPTER 6 - CONDUCT, WITH THE ADDITION OF PART 9. BALLPLAYING, THROWING SNOWBALLS AND MISSILES, PLAYING GAMES ON STREETS AND SIDEWALKS PROHIBITED. WHEREAS, pursuant to Section 1202 of the Borough Code, 8 Pa.C.S. § 1202, Council for the Borough of Highspire is vested with the power to adopt such regulations as may be necessary for the health, safety, general welfare of the Borough; and WHEREAS, a serious safety problem exists within the Borough of Highspire with individuals and groups ballplaying, snowballing, playing games on in the streets and sidewalks. WHEREAS, the Highspire Borough Council, with intent to protect the safety of all persons and property and address the dangers to pedestrian, bicycle and vehicular travel on Borough roadways, finds it necessary and proper to adopt and implement an ordinance to address these issues; and BE IT HEREBY ORDAINED AND ENACTED, by the Borough Council of the Borough of Highspire, and it is hereby ordained and enacted by the authority of the same as follows, to wit: Section One Chapter 6, CONDUCT is hereby amended by the addition of the following; Part 9. BALLPLAYING, THROWING SNOWBALLS AND MISSILES, PLAYING GAMES ON STREETS AND SIDEWALKS PROHIBITED. § 901. Ballplaying, including throwing, kicking or knocking of any ball, throwing snowballs and throwing of any stone or other missile of any kind upon or onto any of the public streets, alleys or sidewalks in the Borough of Highspire is hereby prohibited; as is the playing of any game or any kind upon any of such public streets, alleys or sidewalks. § 902. Any person who shall violate any provision of this Part 9 shall, upon conviction thereof, be sentenced to pay a fine of not less than twenty-five dollars ($25.00) nor more than three hundred dollars ($300.00) and/or imprisonment for a term not to exceed ninety (90) days. Every day a violation of this Part 9 continues shall constitute a separate offense. Section Two Any ordinance or part thereof in conflict with the provisions hereof is hereby repealed except that nothing in this ordinance shall affect any act done or liability incurred, or any suit or prosecution pending or to be instituted under any repealed or superseded ordinance. Section Three This Ordinance shall be effective immediately. ORDAINED AND ENACTED this 16th day of July, 2024. BE IT HEREBY ORDAINED AND ENACTED, by the Borough Council of the Borough of Highspire, and it is hereby ordained and enacted by the authority of the same as follows, to wit: Section One Chapter 15, Part 3, Section §305 of the Codified Ordinances of the Borough of Highspire is hereby amended by adding the following location where parking shall be limited to vehicles displaying handicapped driver or passenger permit K 63811 P: Street Side Location Eshelman Street South 479 One Standard Parking Space Said handicap only parking space shall be valid for up to a period of five (5) years provided the applicant is residing at this residence, and may be renewed upon application for additional periods of time by resolution of Borough Council.
