a. Motion to direct staff to release the August, 2025 contribution to the Citizens Fire
Company #1 of Highspire as indicated in the 2025 General Fund Budget (Fire
Protection – Contributions – Fire Company 411.500). Amount to be paid to the
Company - $3,500.00.
b. Motion to (approve/reject/table) Highspire Borough Ordinance No. 660 of 2025,
establishing handicap parking spaces at 395 Market Street and 479 Eshelman Street,
Highspire.
c. Motion to (approve/reject/table) the proposal from Toshiba – DocuWare
document management and workflow automation software. Total amount will be
$4,500.00 up-front payment for labor and $5,105.52 per year which will be split
evenly between the following budgets; General Fund Administration (400.213),
General Fund Police Protection (410.252), Sewer Administration (402.213), Sewer
Operations and Maintenance (429200) and Stormwater Management / MS-4
(446.213).

ORDINANCE NO. 660 of 2025
AN ORDINANCE OF THE BOROUGH COUNCIL OF THE
BOROUGH OF HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA,
AMENDING CHAPTER 15 OF THE CODIFIED ORDINANCES OF
THE BOROUGH OF HIGHSPIRE, PROVIDING FOR THE
ESTABLISHMENT OF HANDICAPPED-ONLY PARKING SPACES
AT 395 MARKET STREET AND 479 ESHELMAN STREET
HIGHSPIRE, PA.
BE IT HEREBY ORDAINED AND ENACTED, by the Borough Council of the Borough of Highspire,
and it is hereby ordained and enacted by the authority of the same as follows, to wit:
Section One
Chapter 15, Part 3, Section §305 of the Codified Ordinances of the Borough of Highspire is hereby
amended by adding the following location where parking shall be limited to vehicles displaying
handicapped driver or passenger permit K 63811 P:
Street Side Location
Market Street South 395 One Standard Parking Space
Eshelman Street South 479 One Standard Parking Space
Said handicap only parking space shall be valid for up to a period of five (5) years provided the applicant
is residing at this residence, and may be renewed upon application for additional periods of time by
resolution of Borough Council.
Section Two
Any ordinance or part thereof in conflict with the provisions hereof is hereby repealed except that nothing
in this ordinance shall affect any act done or liability incurred, or any suit or prosecution pending or to be
instituted under any repealed or superseded ordinance.
