____________________________________________________________________________________ CITY COUNCIL MINUTES October 20, 2025 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, October 20, 2025, at 7:00pm. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Administrator Isaacs confirmed the meeting did receive proper public notice. Roll call was taken with Alderpersons Tom Hotek, Leanne Beyer, Darrow Novy, Liz Parish, Rick Hanke, and Mark Lankey via phone. Randy Seeley arrived at 7:01pm. Pat Moen was absent. Others in attendance were: City Administrator Cory Isaacs, City Treasurer Lisa Johnson, Administrative Associate Sara McDonald, Police Chief Patrick Clark, Hillsboro Sentry Editor Nicolette Nauman, and Hillsboro Librarian Jackie Pysarenko. Citizen Alexander McDonough arrived at 7:03pm. Motion by Hanke, seconded by Novy to approve September 15, 2025, City Council Minutes and September 24, 2025, Special City Council Minutes as presented. Motion carried by voice vote. There was no Registered Public Comment. Committee Reports and Business Motion by Hotek, seconded by Beyer to approve the monthly bills for payment. Motion carried by voice vote. Treasurer Johnson presented the 2026 Draft Budget Proposal in detail. Motion by Novy, seconded by Hanke to approve Resolution #8-2025: Summary Budget Publication. Motion carried by voice vote. Motion by Hanke, seconded by Beyer to approve 2026 Animal Care Provider Agreement. Motion carried by voice vote. Motion by Hotek, seconded by Novy to approve Teresa Hanke as New Room Tax Commission Member. Motion carried by voice vote with Rick Hanke abstaining. Motion carried by voice vote. Motion by Beyer, seconded by Hanke to approve Employee Handbook: Maternal, Paternal, and Adoption Leave Action. Motion carried by voice vote. Motion by Hanke, seconded by Beyer to approve 2025’s Trick or Treat Date and Time. Motion carried by voice vote. Motion by Hanke, seconded by Hotek to enter closed. Motion carried by voice vote and entered closed session at 8:06pm. Section 19.85(1)(e), Wis. Stats. Sanctions the use of closed sessions for specific purposes such as deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Motion by Beyer, seconded by Hotek to return to open session. Motion carried by voice vote and open session resumed at 8:52pm. Motion to adjourn at 8:53pm by Parish, seconded by Beyer.
