HILLSBORO WISCONSIN COMMON COUNCIL MINUTES Monday, August 19 2024 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, August 19, 2024 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel confirmed the meeting did receive proper public notice. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Mark Lankey, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randall Seeley present. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Alex McDonough, Jessica Coens, Wilfred LaFrance, Amy Clark, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Beyer, seconded by Hanke to approve the July 15, 2024 Common Council minutes and August 13, 2024 Special Council minutes. Motion carried. Registered Public Comment: Alex McDonough was present and expressed his concerns in regard to the lack of sidewalk options and would like to see more sidewalk expansion for walking, running, etc. He is also requesting permission to conduct a house-to-house survey in the City of Hillsboro. Some of the questions that may be asked would be: What type of house do you currently live in? How many individuals reside there? How long is your work commute? How would you prefer new housing developments to be funded? Etc. Jessica Coens was present to voice her concerns in regard to her requesting an annual water report from the Water/Sewer Dept. but has yet to receive the report. Jessica was informed the CCR was posted at Farmer’s State Bank, Royal Bank, Post Office and is still posted at City Hall and available online but did say she was having trouble viewing it online. She is concerned with every time there is a water main break, her water is discolored. Amy Clark expressed her concerns in regard to an ongoing land dispute and trespassing on her property. She feels she is being harassed and feels unsafe and would like stricter enforcement of the City ordinances. Motion by Moen, seconded by Beyer to approve the monthly bills for payment. Motion carried. Motion by Hanke, seconded by Novy to approve the Special Park Use Permit for St. Joseph’s Memorial Foundation for the St. Joe’s Fun Run, October 12, 2024. Motion carried. Motion by Novy, seconded by Hanke to approve the General Loan through Farmer’s State Bank in the amount of $150,000, 4.75% interest for 18 months for street projects. Motion carried. Motion by Beyer, seconded by [-lanke to adjourn at 8:07 PM. Motion carried.
