COMMITTEE OF THE WHOLE MINUTES
TUESDAY, OCTOBER 14, 2025
Mayor Greg Kubarski called the Committee of the Whole Meeting to order at 7:00 PM
on Tuesday, October 14, 2025.
Committee members present at the time the meeting was called to order were Mark
Lankey, Leanne Beyer, Tom Hotek, Liz Parish, Darrow Novy, Rick Hanke and Randy
Seeley. Pat Moen arrived at 7:05pm.
Others present included: City Administrator Cory Isaacs, Police Chief Patrick Clark,
City Treasurer Lisa Johnson, Administrative Associate Sara McDonald, Nicolette
Nauman of the Hillsboro Sentry-Enterprise, Hillsboro Water/Sewer Operator Tom
Stowell, Jacqueline Pysarenko from the Hillsboro Public Library, and Karri Bartlett
from the Hillsboro Chamber of Commerce.
Mayor Kubarski asked if this meeting received proper public notice to which City
Administrator Isaacs confirmed the meeting did receive proper notice.
Motion by Beyer, second by Hanke, to approve September 9, 2025, Committee of a
Whole Meeting minutes as written. Motion carried by voice vote.
Registered Public Comment
There was no registered public comment.
Safety and Welfare
Chief Clark gave the Police Chiefs Report stating 246 calls for service within the
month of September. Chief Clark noted a high-speed chase in the City occurred
resulting in multiple felonies assessed due to it. The homecoming parade went well
but a route change plan may be needed for next year. Chief Clark updated that all
squads are now outfitted with dashcams and Officer Nachtigal completed her one
year hiring probation.
Room Tax Commission
Mayor Kubarski provided an update on the 2026 Room Tax budget and change of
member to be adopted at Common Council meeting, Monday, October 20, 2025.

Karri Bartlett provided an update on Hillsboro Chamber of Commerce events,
projects, and members. Cameron Lofy was accepted as the new Executive Director of
the Chamber of Commerce with Dana Stanek staying on as a member.
Administrator Isaacs provided an update on the Wastewater Plant stating a DNR
extension was given for the facilities plan.
Special Use Park Permit for Field Veteran’s Park on May 16, 2026, was reviewed by
the Committee and moved to Monday’s Council meeting for approval.
Treasurer Johnson provided an update on the Community Development Block Grant
(CDBG) stating the Wisconsin Department of Administration decision to discontinue
all local levels of the CDBG and move to a regional setting.
Finance and Personnel Committee Action Items
An update to the Employee Handbook to read Maternal, Paternal, and Adoption
Leave section that was left out of the final draft was moved to Monday’s Council
meeting.
Monthly Bills were reviewed and recommended for Council approval.
2026 Draft Budget Proposal was moved to Monday’s Council meeting due to a need
for more data not yet made available from the State level.
Motion by Hanke to convene into closed session, seconded by Beyer. Motion carried
by voice vote at 7:26pm. Section 19.85(1)(e), Wis. Stats. Sanctions the use of closed
sessions for specific purposes such as deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.
Motion by Beyer to reconvene into open session, seconded by Hotek. Motion carried
by voice vote at 8:41pm.
Motion by Hotek, seconded by Hanke to adjourn. Motion carried by voice vote at
8:42pm.
