Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, SEPTEMBER 8, 2020 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:01 p.m. on Tuesday, September 8, 2020. Committee members present at the time the meeting was called to order were: Liz Parish, Garth Hitselberger, Pat Moen, Darrow Novy, Rick Hanke, and Tom Hotek. Mark Lankey and Randy Seeley were absent. Others present included: City Administrator Adam Sonntag, Police Chief Pat Clark, and Nicolette Nauman of the HSE. Mayor Kubarski asked if this meeting received proper public notice to which Administrator Sonntag confirmed that the meeting did receive proper notice. A motion was made by Hanke, second by Hitselberger, to approve the August 11, 2020 Committee of a Whole meeting minutes. Motion carried. Registered Public Comment – None. Safety and Welfare Chief Clark provided the Police Chief’s report, which included 110 incidents for the month including a car theft and political sign thefts. Hanke asked about a civil standby. Hitselberger questioned a report of child enticement. Chief Clark reported a speed sign will be repaired under warranty and a COVID-19 community testing will be held in Hillsboro on Friday. Chief Clark reported the department had not been awarded a COPS grant to add a third full-time officer. Chief Clark reported the school district was involved in the grant to create a school resource officer (SRO). Sonntag discussed communication with the school to determine if they still want to work on creating an SRO. Hanke believed waiting for the school to determine if an SRO is something they want to commit to. The Committee discussed options for adding a third officer and working with the school district. The Committee reviewed a resolution to move the November 3 General Election poll location to the Community Center. Sonntag provided an update on the purchase of 1017 Mitscher Ave., including soliciting bids for removing the house and completing the asbestos inspection. The Committee reviewed and recommended approval of an amended ordinance for commercial building inspections and codes to allow the city to become delegated with DSPS. Hitselberger was concerned one of the draft options was too restrictive and that the fee for a Mobile Food Establishment shouldn’t be too high to deter potential food trucks. Mayor Kubarski stated food trucks should be permitted to insure they are operating safely for the public. After discussion, the Committee recommended approving the hybrid ordinance draft. With no other items, the Committee moved to the Improvement and Services report. Improvement and Services Sonntag provided an update on the Elm Ave. reconstruction and FVM Park trail prject, including the requirement to approve a WisDOT Trail Maintenance Agreement. Sonntag provided a schedule and update for the dam project. The Committee received an update on the WWTP upgrade project. Novy reported Michels finally had success digging the hole after 9 weeks. Sonntag provided an update on the CTH FF Bridge Expansion project, including the detour starting September 21. Novy discussed the need to make repairs to the loader. With no other items, the Committee moved on to Finance and Personnel. Finance and Personnel After reviewing the monthly bills, the Committee recommended moving the bills on to the Council agenda. Sonntag provided an Administrator’s report, which included snow removal contract renewals. The Committee received an update on the hospital land sale. The Committee reviewed priorities for the 2021 budget, including replacing the end loader and adding a full-time police officer. Sonntag discussed creating different scenarios with debt and budget drafts to create the 2021 budget. The Committee recommended working toward replacing the loader and drafting the budget under different scenarios. New Business – None.
