r HILLSBORO WISCONSIN COMMITTEE OF THE WHOLE MINUTES TUESDAY, September 10, 2024 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:0 PM on Tuesday, September 10, 2024. Committee members present at the time the meeting was called to order were Tom Hotek via call in, Leanne Beyer, Pat Moen, Darrow Novy, Liz Parish, Rick Hanke. Randy Seeley arrived at 7:02PM. Mark Lankey was absent. Others present included: City Administrator Josh Finch, Police Chief Pat Clark, Administrative Associate Sara McDonald, Nicolette Nauman of the Hillsboro Sentry Enterprise, Mike Burch from the Streets Department, and citizen Alex McDonough. Mayor Kubarski asked if this meeting received proper public notice to which City Administrator Finch confirmed the meeting did receive proper notice. Motion by Hanke, second by Beyer, to approve the August 13, 2024, Committee of a Whole meeting minutes. Motion carried. Registered Public Comment Citizen Alex McDonough gave an update on his Housing Update Survey. Safety and Welfare Chief Clark presented the Police Chief’s Report. Hillsboro Police Department received 251 calls in the previous month with an anticipated drop coming due to cooler weather. Chief Clark noted an increase in dog calls but acknowledged a greater show of ticketing for it. Hillsboro Police Department coordinated with EMS, Fire, and Vernon County Sheriffs Department to ensure the success and safety of the Labor Day Celebration and parade. September 5, 2024, Chief Clark and Sargeant Kucinsky assisted in a Presidential detail in Westby. Chief Clark brought up discussion on a proposed take home squad use distance of S miles from the jurisdictional boundary. The Committee discussed the possibility of removal of the ATV/UTV curfew that was currently set by ordinance. The Committee agreed to the removal of the verbiage and asked for an amendment to the Ordinance. Administrator Finch provided an update regarding the resignation of the Municipal Prosecutor in mid-August. Administrator Finch will look into possible options such as an RFP for a new Prosecutor or rejoining Hidden Valleys Municipal Court. city Hall 123 Mechanic Street • P.O. Administrator Finch provided an update on the Water Ave Water Main Replacement with further discussion being moved to Monday’s meeting. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval for the Council Meeting September 16, 2024. City Administrator Finch presented his monthly report which included ideas for a pooi operator position in the future, the need for a third water/sewer utilities person, and the news of an awarded grant for Albert Field Memorial Park in the amount of $964,000. Administrator Finch provided an update on the 2025 Budget Discussion. Administrator Finch provided a reminder regarding the Public Service Commission Water Rate Case hearing which will take place on September 18, 2024, at 10:OOAIVI. Administrator Finch gave an update on the ARPA Fund Discussion with funds needing to be assigned by December 2024. Motion by Beyer, second by Moen to enter closed session at 8:29PM. Sec. 19.85(1)(e). Wis Stats., sanctions the use of closed sessions where governmental bodies are deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Motion carried. Motion by Beyer, second by Moen to return to open session at 8:30PM. Motion carried Administrator Finch updated the Committee that the city’s current Comprehensive Plan is out of date and there should be consideration for updates to the plan. Motion by Beyer, second by Moen to enter closed session at 8:35PM. Sec. 19.85(1)(e).
