Minutes PARKS AND RECREATION BOARD Regular meeting 7 p.m. May 21, 2024 Board Meeting Room of Town Hall Annex, 105 E. Corbin St. Present: Vice Chair Richard von Furstenberg, Commissioner Robb English, and members Adam McGovern, Hooper Schultz, Wendy Kuhn and Paul Weinberg Absent: Chair Cole Kenworthy and David Weinberg Staff: Public Space and Sustainability Manager Stephanie Trueblood 1. Call to order and confirmation of quorum Vice Chair Richard von Furstenberg called the meeting to order at 7 p.m. Public Space and Sustainability Manager Stephanie Trueblood called the roll and confirmed the presence of a quorum. 2. Agenda changes and approval There was no change to the agenda. 3. Minutes review and approval Minutes from regular meeting on April 16, 2024 Motion: Member Hooper Schultz moved approval of the April 16, 2024, minutes as submitted. Member Paul Weinberg seconded. Vote: 6-0 4. Discussion items A. Continue Review of Cates Creek Park Master Plan and discuss potential amendments Trueblood reviewed the history of the main trail at Cates Creek Park and shared a rendering of the park with the proposed basketball courts and other established park features. Trueblood shared a list of past priorities and accomplishments by the board for Cates Creek Park. The board reviewed park initiatives yet to be realized and discussed relocating the proposed picnic pavilions. After discussion, the board decided to clarify that the dog park would be moved from an ”add” to a ”consider” on the master plan. Also, Trueblood wanted to ensure the picnic shelters were relocated in the amended master plan. The board also suggested revisiting AED Defibrillators at certain town parks, as well as additional plantings recommended by the town’s Comprehensive Sustainability Plan. Trueblood added that Wi-Fi will soon be available at the park and new signage will reflect the recently amended park open hours. In all, the suggested changes will be documented to discuss at the next meeting. It was established that the June meeting will be canceled because there would not be a quorum 5. Board of Commissioners English reported the board received a presentation on Orange County Partnership to End Homelessness’ Annual report. The mayor presented his recommended budget. There’s an upcoming budget workshop. B. Planning Board Schultz did not attend the May Planning Board meeting so was not able to comment. C. Intergovernmental Parks Work Group The group has not convened. 6. Park steward reports Board members reported on the conditions of the parks for which they serve as stewards. Trueblood noted any small repairs that needed attention and gave brief reports on small repairs that had been made since the previous meeting. 7. Staff updates Trueblood said:  Ridgewalk Feasability Study benefits analysis quantifying the greenway benefits is concluding. Alternative greenway alignments are being investigated.  The greenway through Collin's Ridge may need a master plan amendment to complete as the developer encountered grading issues.  The South Churton Street Multimodal Corridor Study is in the final stages of editing. Plans, graphics and analysis are completed and will be shared with the town board at the June regular Board of Commissioners meeting.  The skate park construction has begun.  The town will be replacing rotten wood, fixtures at Cates Creek and Gold Park with LEDs, and dog park mulch. Park water fountains are on and new park rules signage will reflect updated park hours.  All park rules updated at the previous Parks and Recreation Board meeting have been approved by the Board of Commissioners.  The town is adding additional waste receptacles around cemeteries.  The town has received many new memorial-bench donations. 8. Adjournment Member Wendy Kuhn moved to adjourn at 8:15 p.m. Weinberg seconded.
