PARKS AND RECREATION BOARD
Regular meeting
7 p.m. Sept. 17, 2024
Board Meeting Room of Town Hall Annex, 105 E. Corbin St.
Present: Chair Cole Kenworthy, Commissioner Robb English, Hooper
Schultz, Nevin Daryani, David Weinberg and Paul Weinberg
Absent: Vice Chair Richard von Furstenberg and Wendy Kuhn
Staff: Public Space and Sustainability Manager Stephanie Trueblood
1. Call to order and confirmation of quorum
Chair Cole Kenworthy called the meeting to order at 7 p.m. Public Space and Sustainability Manager
Stephanie Trueblood called the roll and confirmed the presence of a quorum.
2. Agenda changes and approval
There were no changes to the agenda.
Motion: Member David Weinberg moved to approve. Member Nevin Daryani seconded.
Vote: 5-0
3. Minutes review and approval
Minutes from regular meeting on Aug. 20, 2024
Motion: Member Hooper Schulz moved approval of the Aug. 20, 2024, minutes as submitted. Paul
Weinberg seconded.
Vote: 5-0
4. Discussion items
A. Review draft text amendment to increase the number of people allowed at parks for special events by school
for up to 150 individuals, up to 4 times per year
Trueblood provided a background on the draft text amendment and staff recommendations. The board
discussed the parameters of the text amendment.
Commissioner Robb English arrived at 7:11 p.m.
Motion: Schultz moved to make a recommendation to town board. P. Weinberg seconded.
Vote: 6-0
B. Review draft of Ridgewalk Benefits Analysis
Trueblood shared the Ridgewalk Benefits Analysis document and highlighted key aspects related to Riverwalk.
The analysis will be presented to the town board at their next workshop. The board shared their observations
from the analysis. Schultz highlighted the financial return on investment for the town. English applauded the
analysis’ inclusion of equitability as a benefits measure. The board commended the analysis.

No action was taken.
C. Review draft Ridgewalk Feasibility Study Phase 2
Trueblood presented the proposed path options and cost summaries. She highlighted the benefits analysis
completed over the last year. English acknowledged Trueblood’s ingenuity and perseverance with the project.
Then, Trueblood stated the town board will decide future actions. Next, Schultz stated Ridgewalk’s town
importance and Trueblood’s effort admirable. Also, the board discussed the negative aspects of crossing
Churton Street in Alternative 2 including safety, economic costs and future road improvements at South
Churton Street and Orange Grove Road. The board members agreed that Alternative 1 is the best option
despite reservations.
Motion: Schultz motioned that the Parks and Recreation Board recommend Alternative 1 and 4 to the
town board. D. Weinberg seconded.
Vote: 6-0
English wants to prioritize Alternative 1.
5. Parks and recreation-related reports
A. Board of Commissioners
English relayed the town board approved the Waterstone South development, which should include
pedestrian and bicycle improvements along NC 86.
B. Planning Board
Schultz reiterated English’s update.
C. Intergovernmental Parks Work Group
There was no report.
6. Park steward reports
Board members reported on the conditions of the parks for which they serve as stewards. Trueblood noted
any small repairs that needed attention and gave brief reports on small repairs that had been made since the
previous meeting.
7. Staff updates
Trueblood reported:
• The Hillsborough Skate Spot grand opening will be Sept. 28, 2024, 10:30 a.m.
• New directional signs will be added to Riverwalk.
• The art park was constructed at Cates Creek Park near the skate spot.
8. Adjournment
Motion: D. Weinberg moved to adjourn at 8:52 p.m. Daryani seconded.
