Minutes PARKS AND RECREATION BOARD Regular meeting 7 p.m. March 19, 2024 Board Meeting Room of Town Hall Annex, 105 E. Corbin St. Present: Chair Cole Kenworthy, Vice Chair Richard von Furstenberg, Commissioner Robb English, Wendy Kuhn, Adam McGovern, Hooper Schultz, and Paul Weinberg Absent: David Weinberg Staff: Public Space and Sustainability Manager Stephanie Trueblood 1. Call to order and confirmation of quorum Chair Cole Kenworthy called the meeting to order at 7:01 p.m. Public Space and Sustainability Manager Stephanie Trueblood called the roll and confirmed the presence of a quorum. 2. Agenda changes and approval There were no changes. The agenda stood as presented. Motion: Hooper Schultz moved to approve. Paul Weinberg seconded. Vote: 7-0 3. Minutes review and approval Minutes from regular meeting on Jan. 16, 2024 Motion: Wendy Kuhn moved approval of the Jan. 16, 2024, minutes as submitted. Schultz seconded. Vote: 7-0 4. Discussion items Review draft changes to the Town Code of Ordinances regarding park reservation process and prohibited activities. Trueblood reported updates for the Town Code of Ordinances and drew the board’s attention to items specifically related to the board. Items included: • Greenways are town parks. • Specify no digging in parks. • No confetti, livestock animals and commercial uses in the park. • Clarifying no cleats on the field. • Events are limited to 75 people. • Park parking spaces are specifically for park use and their patrons The board members highlighted several items needing clarification or rewording. The board discussed the necessity of gates at town parks and separating park open hours between facility open times and park usage time. 101 E. Vice Chair Richard von Furstenberg seconded. Vote: 7-0 5. Parks and recreation-related reports A. Board of Commissioners Commissioner Robb English reported on the March 11, 2024, meeting. The board reviewed a potential urban archery program and decided not to adopt the program. They found it was not in the town’s best interests. Also, a resident petitioned the town to revisit its decision on backflow reassembly reimbursement. The town decided not to give reimbursements for the removal of backflows. Finally, Corbinton Commons asked the town to accept the streets. The town decided not to accept the streets. But, they will work with the residents to pressure the developers for street completion and town standards compliance. B. Planning Board Schultz reported at the Feb. 2024, meeting, the Planning Board discussed street widths, setbacks and right of ways in new developments. They discussed eliminating street parking to encourage walkways closer to building fronts in multi-use developments, but only for new developments. A new parking study is underway. English pondered if parking at the town parks should be included in the parking study. C. Intergovernmental Parks Work Group Kenworthy reported there will be a meeting in April, 2024. 6. Park steward reports A. Gold Park: Kenworthy found nothing to report. B. Cate’s Creek Park: Von Furstenberg found nothing to report. C. Murray Street Park: Schultz reported the little library’s door is missing. D. King’s Highway Park: English found nothing to report. E. Hillsborough Heights Park: Trueblood reported new playground and garden mulch had been added. F. Riverwalk Park: Adam McGovern found nothing to report. G. Turnip Patch Park: Kuhn reported a broken leg on one of the sculptures. 7. Staff updates Trueblood stated: • Findings for the Ridgewalk Greenway Feasibility Study will be presented to the Town Board of Commissioners in August, 2024. • A town survey aims to quantify the benefits of greenways. The survey data will be shared via email with the Parks and Recreation Board in April, 2024. • The South Churton Street Multimodal Corridor Study will be presented during a regular meeting the town board. • There will be temporary signage in the town cemeteries and parks to deter off-leash dogs. • New interpretive signs were installed at the Occaneechi Village site.  PARKS AND RECREATION BOARD MINUTES | 3 of 3 • An interpretive sign for the floating wetland at King’s Highway Park is in development. • Fairview Community Watch has upcoming raingarden workdays. • The skate park construction is progressing through licensing and permitting. • Stormwater and Environmental Services Manager, Terry Hackett, will talk with the Parks and Recreation Board in April. • Two contractors provided a rough estimate for two, fenced, asphalt basketball courts at Cate’s Creek Park as $150,00-$200,000. • The town is currently hosting Creek Week. 8. Adjournment Motion: Von Furstenberg moved to adjourn at 8:50 p.m. Weinberg seconded.
