Village Board Meeting Minutes of October 13, 2015 Present: Mayor Lee, Trustees, Speer, Gates, Zabelny Village Manager/Clerk, Shari Pearce DPW Superintendent, Mike McHenry Absent: Trustee Fowler Guests: Larry Gursslin Mayor Lee called the meeting to order at 5 p.m. with the pledge followed by a moment of silence. Health Insurance The purpose of the special meeting is to discuss health care. Mayor Lee asked if anyone in the audience would like to address the board; there were no comments. Shari Pearce presented to the board a health insurance presentation (attached), which provided the rate increases for 2016, changes to the high deductible plan and the possibility of offering a second plan to the employees. Shari relayed there is an 11.9% increase on the plan this year. If the board chooses to offer two plans, the co-payment plan is approx. $1,100 more a year for a family plan. The rate increases also affect the co-payment plan more than the high deductible because the entire rate increase is based on the monthly premium rate, where the high deductible monthly premium rate is lower because there is a cost sharing with deductible. After a detailed discussion, the board opted to continue to only offer the high deductible plan to the current employees. Light Tower There was a discussion on purchasing a light tower for the DPW. This is not a budgeted item, however, it is becoming a safety issue to not have one. The board was in agreement to purchase a light tower. Resolution to authorize the Superintendent to purchase a light tower at a cost not to exceed $8,500.00 the monies are to be taken out of the contingency account. Motion made by Mayor Lee, seconded by Trustee Gates.
