Meeting Minutes of
March 15, 2016

The meeting was called to order at 5:00 p.m. by Mayor Lee with a moment of silence.
Village Election: Village elections were held March 15th. Monroe County sent 8
inspectors to run the election. This is over and above the number of inspectors usually
needed. The board agreed to pay four inspectors, the county will pay the other four. The
County will reimburse the Village for all eight inspectors.
Resolution to authorize the Treasurer to pay four election inspectors for 10 hours at a rate
of pay of $10.00 per hour. Motion made by Trustee Fowler, seconded by Trustee
Zabelny. Carried unanimously 5-0.
Slide presentation: Maryalice Edwards presented a complete review of the proposed
2016-2017 budget. Shari Pearce and Mike McHenry explained several points pertaining
to their respective departments.
Items for the Boards consideration that are decided included:
Health Insurance: The board discussed not changing the health care for full time
employees for one year.
Retiree Health Insurance: The Board agreed that the proposal to charge current full-time
retirees 5% of the premium cost beginning January 2017. Mr. Ingham was present and
agreed the policy offered is excellent and a small increase would be feasible.

Community Center Rent: Tenants will receive an increase of 2% overall.
Water Rates: The board was in favor of increasing the rates as proposed. It was noted
that the water rates are less than other municipalities and are in line with Monroe County
Water Authority.
Grant Writing: MRB Group will be utilized on an as needed basis.
Items for the Boards consideration that are undecided included:
Employee Wages
Storm Water Fee
Worker’s Compensation Refund
Trustee Speer suggested the Board consider offering Life Insurance to employees. Shari
noted the NYS Retirement System offers employees payment three times their salaries
shall an employee pass away during their employment. Shari will research this option
with AFLAC.
The full time employees presented proposal of a 3 % and .5% merit. The board thanked
them and will consider their request.
Mayor Lee thanked the Management Team for their hard work on the budget, the board
echoed his comments.
There being no further business, the meeting was adjourned at 8:50 p.m.
