Village Board Meeting Minutes of March 23, 2017 Present: Mayor Lee, Trustees, Burritt, Zabelny Village Manager/Clerk, Shari Pearce DPW Superintendent, Mike McHenry Code Enforcement Officer, Mike Lissow Deputy Clerk, Amy Harter Absent Trustee Gates, Village Treasurer, Maryalice Edwards Guests: Robert Pistilli, Keith Brown Mayor Lee called the meeting to order at 5 p.m. with the pledge of allegiance followed by a moment of silence. Shari Pearce explained that an issue has arisen regarding the lighting fixtures throughout the Community Center. One employee felt strongly that the fixtures are potentially hazardous. After several conversations among the staff, Shari sought the opinion of someone within the community that is knowledgeable in facility maintenance. He suggested contacting RG&E to inquire about grant opportunities. RGE offers a Small Business Energy Efficiency Program, which everyone pays for on their bill. The purpose of the program is to evaluate buildings energy usage. Shari met with Mr. Robert Pistilli, Energy Service Representative from Lime Energy Services. A visual inspection was conducted of the entire building. He recommends replacing or retrofitting each light fixture with LED lighting throughout the building. The existing fixtures are oil filled ballasts that can leak without warning; Mr. Pistilli noted a leaking fixture is dangerous. The fixtures themselves are not hazardous if there is not a leak. An inspection was done at the DPW building. Mike McHenry is recommending the inside and outside fixtures need replacing. Mr. Pistilli explained replacing the fixtures to increase efficiency is a benefit for all. This would reduce the strain to the aging power grid. The cost savings to the Village in future lighting charges is estimated at 71% annually. The estimate payback is between 14-20 months. RG&E offers a contribution to offset the costs of the replacement of the fixtures. 1 The proposal states the cost for the total Community Center project is $61,788.45, RGE’s contribution is $37,397.10, and the Village cost is $24,391.35. The total cost for the DPW project is $34,089.58. RG&E’s contribution is $12, 908.49 and the Village’s is $21,181.09. The payback is estimated at approximately 2-3 years. Resolution to approve the Energy Efficiency Proposal for the Community Center for a cost of $24,391.35. The monies are to come from the refund of the Worker’s Compensation Program. Motion made by Trustee Burritt, seconded by Trustee Zabelny, carried 4-0. Resolution to approve the Energy Efficiency Proposal for the DPW Building for a cost of $21,181.09. The monies are to come from the DPW Savings Account. Motion made by Trustee Burritt, seconded by Trustee Zabelny, carried 4-0.
